• Participate in training and mission simulations, Ground System integration and testing.<br />

• Membership on PLT teams as sub-system engineers.<br />

• Participate in development operations transition plans and training operational crews.<br />

3.2.2.2.3 Office of Satellite Development (OSD)<br />

OSD will support the GPO in sustaining engineering, maintenance, and technology refresh of <strong>GOES</strong>-R<br />

Ground Segment assets. OSD will also support the definition, design, and implementation of new<br />

systems into the <strong>GOES</strong>-R environment. The OSD Ground Systems Division will be responsible for longterm<br />

refresh and sustainment activities required for the ground system. OSD will provide technical<br />

support to the Program Systems Engineering Team.<br />

3.2.2.2.4 Satellite Applications and Research (STAR)<br />

The center for Satellite Applications and Research (STAR), formerly Office of Research and Applications<br />

(ORA) is the home of the Algorithm Working Group (AWG). The AWG will develop scientific<br />

algorithms for each <strong>GOES</strong>-R product and supply proxy data for simulating system inputs and outputs.<br />

The AWG will also assist the contractor during calibration and validation activities. All AWG products<br />

will be delivered first to the Ground Segment Project Manager (GSPM) for evaluation. The GSPM will<br />

then provide the materials to the GS prime contractor as “Government Furnished Information (GFI). The<br />

algorithm development process is outlined in the Algorithm Development Management Plan for Ground<br />

Segment Product Generation<br />

3.2.2.2.5 Data Centers<br />

There are two NESDIS data centers that archive <strong>GOES</strong>-R data:<br />

• National Climatic Data Center (NCDC), one node of CLASS: <strong>GOES</strong>-R will provide data to NCDC<br />

for long term archive<br />

• National Geophysical Data Center (NGDC), one node of CLASS: <strong>GOES</strong>-R will provide data to<br />

NGDC for long term archive<br />

4 <strong>MANAGEMENT</strong> APPROACH<br />

4.1 Acquisition Management<br />

4.1.1 Source Selection Evaluation Board Process<br />

NOAA and NASA roles and responsibilities for source selection are documented in the MOU. The<br />

ground segment source selection processes will follow the Federal Acquisition Regulation (FAR), and<br />
