8 MISSION ASSURANCE<br />
The <strong>GOES</strong>-R Mission Assurance Plan (MAP), 417-R-MAP-0080 is the <strong>GOES</strong>-R Mission Assurance<br />
governing document. This MAP describes the <strong>GOES</strong>-R Program Office (GPO) responsibilities and the<br />
planned government role in end-to-end Mission Assurance for the <strong>GOES</strong>-R System. The Projects will<br />
flow the MAP requirements for each contract.<br />
9 SPECIALTY <strong>PLAN</strong>S<br />
<strong>GOES</strong>-R has specialty plans for the following areas:<br />
• Environmental Management Plan<br />
• Export Control Plan<br />
• IT Management<br />
A description of each is listed below.<br />
9.1 Environmental Management Plan<br />
The Program and Projects will follow guidelines of GSFC Standard Environmental Plan as disseminated<br />
by GSFC Code 250 and relevant NOAA regulations. Flight Project procedures will be determined by<br />
NASA, Ground Segment Project procedures will be established by NOAA. The <strong>GOES</strong>-R Environmental<br />
Management Plan will be prepared in cooperation with the GSFC Safety and Environmental Division.<br />
Facilities to be addressed will be the necessary upgrades to the Wallops Command and Data Acquisition<br />
Station (CDAS), the NOAA Satellite Operations Facility (NSOF) upgrades, and construction activities at<br />
the Backup Site. Environmental impacts will be considered in project planning during the preliminary<br />
design efforts and be updated throughout the lifecycle.<br />
9.2 Export Control<br />
Export control will be in accordance with the provisions of the International Traffic in Arms Regulations<br />
(ITAR) 22 CFR 120-130.<br />
9.3 IT Management<br />
Program Office IT Management infrastructure will be managed at GSFC according to NOAA rules,<br />
subject to GSFC audit if required.<br />
The <strong>GOES</strong>-R Information System Security Officer (ISSO) will implement an IT Security Program that<br />
ensures adequate protection of the <strong>GOES</strong>-R mission, data, and components. The IT Security program<br />
shall comply with Federal, Department of Commerce, NOAA and NASA policy, as well as requirements<br />
documented in NIST guidance. IT Security Risk to the system will be continually analyzed through<br />
design, development, and implementation to identify and correct system vulnerabilities. The <strong>GOES</strong>-R<br />
ISSO will work with the ISSOs from the operational elements to ensure that the system meets security<br />
requirements for fielding in those elements operational environments. Prior to operations, the <strong>GOES</strong>-R<br />
ISSO is responsible for performing security functions to include providing security sign-off of changes<br />
after the system is placed under configuration control, managing accounts, monitoring system usage, and<br />
ensuring software patch levels are maintained. The <strong>GOES</strong>-R Program Office shall provide IT Security<br />
documentation compatible with NIST Guidance to support Security Certification and Accreditation.<br />
Ground segment related IT management at NSOF and Wallops and Backup site will be performed in<br />
accordance with DOC/NOAA and site specific regulations and processes. Specific requirements,<br />
