This direction addresses all equipment that was purchased and/or provided by <strong>GOES</strong>-R/NESDIS for a<br />

contractor (Government-Furnished Equipment (GFE)). It also addresses all property purchased by a<br />

contractor at the direction of GSFC (Contractor Acquired Property (CAP)) that is retained as governmentowned<br />

equipment by <strong>GOES</strong>-R/NESDIS.<br />

5.5.1.1 GSFC Responsibilities<br />

The GSFC responsibilities for the <strong>GOES</strong>-R Program include the following:<br />

• Manage property at GSFC that is purchased with <strong>GOES</strong>-R funding for use by NASA or its<br />

support contractors in accordance with all applicable Federal Acquisition Regulations (FAR) and<br />

the NASA FAR Supplement (NFS)<br />

• Provide an annual inventory of all property at GSFC that is purchased with <strong>GOES</strong>-R funding for<br />

use by NASA or its support contractors. The inventory should include all mandatory element<br />

fields required to maintain the NOAA Property system. These fields are:<br />

o The Federal Supply Class<br />

o Property Identification Number<br />

o Manufacturer and model number<br />

o How it’s acquired (e.g., constructed, purchased, transferred)<br />

o From whom acquired<br />

o Acquisition cost<br />

o Acquisition date<br />

o Physical location.<br />

o Identify whether it is GFE or CAP<br />

o Optional fields include:<br />

• Model name<br />

• Source document number (purchase order, contract)<br />

• Serial number<br />

• Ensure that all applicable proper property clauses from the FAR and NFS are incorporated into<br />

any NASA <strong>GOES</strong>-R contract.<br />

• Ensure that each NASA <strong>GOES</strong>-R contractor provides the annual NASA Form 1018, Financial<br />

Reporting of NASA Property in the Custody of Contractors and that a copy is provided to the<br />

NESDIS Program Office.<br />

• Provide a list of any such property to the <strong>GOES</strong>-R Program Property Manager prior to any<br />

disposition of such property<br />

5.5.1.2 <strong>GOES</strong>-R/NESDIS Responsibilities:<br />

The NESDIS responsibilities for the <strong>GOES</strong>-R Program include the following:<br />

Notify GSFC property management organization of any property on the Inventory Schedule list of which<br />

they may want to take possession and provide shipping instructions.<br />

<strong>GOES</strong>-R/NESDIS may take possession of their property at any time under any circumstance, except that<br />

NASA shall have the opportunity to transfer data from computers prior to such action.<br />

• Inform GSFC property management organization of any NOAA regulatory changes that may<br />

have an impact on property controls<br />

• Include the following mandatory internal data before inventory reports are sent to the NOAA<br />

Regional Property Manager for review: CBS ACCS, Property Accountability Officer, Property<br />

Custodial area, and Property Custodian<br />

• Record all property related to this project in the NOAA Personal Property System<br />

• Retain copies of all NOAA contract close out documents<br />
