3.2.1.5.11 <strong>GOES</strong>-R Legal Counsel<br />

The DOC <strong>GOES</strong>-R legal counsel team consists of one DOC OGC Contract Law Division (CLD) staff<br />

attorney who serves as the primary point of contact for all legal matters arising from the <strong>GOES</strong>-R<br />

acquisitions and contracts administration, and also of two other CLD attorneys that support or supervise<br />

the line attorney. Members of the DOC <strong>GOES</strong>-R legal counsel team are full members of the <strong>GOES</strong>-R<br />

program.<br />

The DOC <strong>GOES</strong>-R legal counsel provides legal, contractual, and law-related technical advice and support<br />

to the <strong>GOES</strong>-R system program director. Such support necessarily extends to matters pertaining to all<br />

aspects of the program and its projects. Because complete information is a prerequisite to rendering sound<br />

and effective legal advice, the DOC <strong>GOES</strong>-R line attorney must enjoy access to program and projectrelated<br />

information that is pertinent to all counsel activities. That information includes, but is not limited<br />

to financial, cost, schedule, technical, programmatic and other relevant business information pertaining to<br />

the <strong>GOES</strong>-R program, Ground Segment Project, and Flight project. The DOC <strong>GOES</strong>-R legal team will<br />

coordinate with appropriate NASA officials to access <strong>GOES</strong>-R information that is the exclusive property<br />

of NASA. The DOC <strong>GOES</strong>-R legal team also will have access to and interaction with program and<br />

project staff and attendance at meetings pertinent to legal counsel’s activities. Cooperation with the<br />

<strong>GOES</strong>-R legal team is essential for successful program execution and should be treated as such by all<br />

program and project staff.<br />

3.2.2 Stakeholders<br />

Stakeholders are organizations who contribute to the <strong>GOES</strong>-R program’s mission success. Stakeholders<br />

participate in <strong>GOES</strong>-R development and operations, as specified in lower-level agreements. The interface<br />

with each stakeholder is briefly described in the subsections that follow.<br />

Stakeholders are also identified in the <strong>GOES</strong>-R CONOPS document Section 4.3 User Description.<br />

3.2.2.1 National Weather Service (NWS) Stakeholders<br />

The National Weather Service (NWS) uses <strong>GOES</strong> data for critical functions including forecasting and<br />

providing intensity estimates of hurricanes, identifying and tracking severe weather, issuing watches and<br />

warnings for severe weather and winter weather, analyzing forest fires (and resultant smoke), assimilating<br />

<strong>GOES</strong> data into numerical weather prediction models, and monitoring space weather. <strong>GOES</strong> uses data<br />

from NWS Data Collection Platforms (DCPs) and numerical weather prediction models for the creation<br />

of higher order <strong>GOES</strong>-R products.<br />

3.2.2.1.1 NWS Network Control Facility (NCF)<br />

<strong>GOES</strong>-R will provide satellite imagery and products to the NWS Network Control Facility (NCF) in<br />

Silver Spring, MD, for use in NWS facilities. The NCF combines <strong>GOES</strong>-R data with radar, numerical<br />

weather prediction, in situ, text products and forecasts, and delivers them to the NWS Weather Forecast<br />

Offices and River Forecast Centers for use in the forecast and warning process.<br />
