RECOMMENDATION 4-11:<br />

Eliminate the Printing department, outsource all printing projects <strong>and</strong> charge the<br />

cost <strong>of</strong> printing to user departments.<br />

To be effective <strong>and</strong> efficient at the printing functions required by the county now<br />

<strong>and</strong> in the future, the Printing Department would need to purchase additional equipment<br />

<strong>and</strong> hire additional staff. The annual budget should be closer to $200,000, plus the<br />

purchase <strong>of</strong> some expensive pieces <strong>of</strong> printing equipment. Rather than incurring the<br />

additional expenses to grow the printing functions that will serve the county departments<br />

into the future, the Purchasing Agent should outsource all printing functions.<br />

IMPLEMENTATION<br />

The Purchasing Agent should issue an Invitation to Bid for county printing. The<br />

bids should be analyzed to corroborate <strong>and</strong> quantify savings. Once confirmation <strong>of</strong><br />

savings exists, the Purchasing Agent should move to close the in-house printing<br />

operations <strong>and</strong> eliminate the position.<br />

FISCAL IMPACT<br />

Eliminating the Printing department would result in annual savings <strong>of</strong> $125,900.<br />

<strong>Management</strong> Information Systems<br />

The <strong>Management</strong> Information System department maintains <strong>and</strong> supports the<br />

county’s computer equipment, networks, s<strong>of</strong>tware <strong>and</strong> data systems. There are 14<br />

employees with a $1,116,315 budget for FY 2004-2005.<br />

The MIS Department is responsible for the following functions:<br />

‣ Programming <strong>and</strong> Support Services to 28 departments <strong>and</strong> <strong>of</strong>fices; <strong>and</strong><br />

‣ IBM AS/400 <strong>and</strong> Network Systems Support <strong>and</strong> Maintenance:<br />
