How are the Total Economic Impacts Determined?<br />

Once the decision to conduct an analysis has been reached, the first step in<br />

evaluating the fiscal <strong>and</strong> economic impact <strong>of</strong> a program, project, event, or industry<br />

expansion is to estimate its regional economic impact. This section focuses on how to<br />

estimate regional total economic impacts. The manner in which total economic impacts<br />

are created in an economy is <strong>of</strong>ten compared to the way ripples are made in a pond.<br />

The total economic impact has three segments, which are delineated in Figure 1.<br />

‣ Direct impacts (the initial drops causing the ripple effects) are the<br />

changes in spending due to a new or existing economic activity.<br />

‣ Indirect impacts are economic changes required to produce the<br />

supplies <strong>and</strong> services required by the direct effects.<br />

‣ Induced impacts are the changes in consumer spending generated by<br />

changes in regional labor income that results from the direct <strong>and</strong><br />

indirect effects.<br />

Types <strong>of</strong> Direct Economic Effects<br />

It is important to underst<strong>and</strong> that the direct effects can be classified into two<br />

types <strong>of</strong> expenditure streams—those generated by projects (typically composed <strong>of</strong><br />

construction <strong>and</strong>/or equipment purchases) or special events <strong>and</strong> those resulting from<br />

programs or new commercial establishments (on-going operations <strong>and</strong> maintenance).<br />

The two types <strong>of</strong> direct effects are delineated by the duration <strong>of</strong> their economic impacts<br />
