Assessment <strong>of</strong> the Finance <strong>and</strong> Business Functions<br />

The Budget Officer is currently a contract employee <strong>and</strong> there are two county<br />

employees working in the Budget Office. The budget for the <strong>of</strong>fice is $172,817 for FY<br />

2004-2005. The organizational chart for the <strong>of</strong>fice is shown in Exhibit 4-12 below.<br />

The <strong>County</strong> Commissioners, in reassigning the responsibilities for budget<br />

development to the Auditor, assigned Budget <strong>of</strong>fice staff the task <strong>of</strong> conducting research<br />

into how other counties in Texas prepare their budgets <strong>and</strong> perform strategic planning<br />

functions.<br />

The county’s Purchasing Board, made up <strong>of</strong> district judges <strong>and</strong> <strong>County</strong><br />

Commissioners, oversees the county’s procurement processes. The Purchasing Board<br />

appointed a Purchasing Agent to manage the daily functions <strong>of</strong> the department. In<br />

addition to the Purchasing Agent, there are six employees operating the Purchasing<br />

Department with a $459,880 budget for FY 2004-2005. The organization chart for the<br />

Purchasing Department is shown in Exhibit 4-13.<br />
