RMIS Overview RMIS Overview The Rail Management Information System (RMIS) is a computerized system that simultaneously provides certification for supplier payment and trailer movement control. RMIS has features for monitoring supplier and Postal Service performance. RMIS operates in real time. For RMIS to be useful, employees must collect and input the required data. Employees must input data immediately after an event occurs. Employees must not enter data any later than 4 hours after an event. RMIS does not permit the entry of origin data for van dispatch any later than 48 hours after van dispatch. Boundaries and Responsibility RMIS operates within the geographical boundaries of the bulk mail centers (BMCs). The geographic area controlled by a particular BMC is the same area for that BMC’s RMIS. BMC managers are responsible for the quality, accuracy, and timeliness of RMIS data affecting all supplier vans under the BMC manager’s control. Data entry is performed at sites other than a BMC either when deemed necessary or to improve dataentry efficiency. The performance of data entry at other sites requires the approval of the Area Distribution Networks Office (DNO) and Headquarters (HQ) Surface Operations. For mail transport equipment (MTE) facilities, the approval of the MTE group at HQ is required. RMIS Overview (PDC). During the data entry process, messages and prompts appear on the RMIS screens. The messages include the following: ■ Records updated and added. ■ Unauthorized user. ■ Error messages. See Appendix A, Error Messages and Recovery Procedures. Hardware Because offices use different computer equipment, some commands in this handbook may not apply for use with a particular type of computer equipment. System Problems For system problems that can not be resolved locally, users should telephone the Postal Service IT help desk at 1-800-877-7435. Security Each user in a facility is assigned a logon ID and an undisplayed password known only to the user. This logon ID/password serves as both a certification and a signature that the updates were made to RMIS and if updates are found inaccurate, as an identifier for corrective action. Note: Each online data entry screen has a help screen to assist the user with data entry. To access online help, press key from any RMIS screen.
