PROPOSED CLASS NAMES<br />
The names for our<br />
competitive classes should be<br />
sensitive to adverse connotations<br />
that could be used against them.<br />
It could be argued that if assault<br />
rifles have been named<br />
something more benign, the<br />
general public would not be so<br />
easily persuaded to support the<br />
laws that ban them.<br />
The following five names<br />
have been suggested for the new<br />
restricted class:<br />
1. Defense Class<br />
2. Stock Class<br />
3. Practical Class<br />
4. Sportsman Class<br />
5. Tactical Class<br />

Because of the proposed<br />
rules that limit the alterations<br />
that may be done to firearms in<br />
this class, it is unrealistic to<br />
expect competitors using these<br />
guns to score on qualifier<br />
matches as well as competitors<br />
in the unlimited class. It<br />
therefore follows that two<br />
separate classification systems<br />
should be iniplemented that<br />
would permit the ranking of<br />
competitors in both classes.<br />
This would mean members could<br />
hold two classifications if they<br />
wish, one for each class.<br />
However, this will create some<br />
problems that need to be<br />
addressed.<br />

This proposal creates<br />
significant additional<br />
administrative and cost burdens<br />
on the national office. While it<br />
is anticipated that the<br />
acceptance of this new class will<br />
help expand the membership<br />
and, therefore, generate the<br />
additional funds necessary to<br />
pay the incremental costs, it is<br />
recommended that, for the<br />
remainder of 1991 and for<br />
calendar 1992, the current<br />
classification system be retained.<br />
This will allow sufficient time<br />
for the programming changes<br />
that will be required, it will<br />
allow time for determining and<br />
filling the staffing requirements<br />
for the inputting of data and,<br />
finally, this will allow time for<br />
the accumulation of additional<br />
funds to help pay for the new<br />
classification program.<br />
It is proposed that once the<br />
dual classification system is in<br />
place, slots to the national<br />
championship be allocated on<br />
the basis of the ratio of shooters<br />
who are classified in each class.<br />
Depending on the number of<br />
shooters who shoot this class,<br />
local clubs may or may not<br />
provide for sepatate awards as<br />
they see fit.<br />
MULTI-CLASS COMPETITIVE<br />
CONSIDERATIONS<br />
A potential problem exists<br />
when multiple classes are<br />
recognized.<br />
For example, when two<br />
classes are available, as is called<br />
for in this proposal, a question<br />
arises as to which score or scores<br />
should be recognized for a<br />
competitor who wishes to shoot<br />
in both classes.<br />
It is axiomatic that when a<br />
competitor runs a course' of fire<br />
twice, once in each class,<br />
