bring to the floor their so-called
crime bill, which is in reality the
most anti-gun bill that has ever been
debated by Congress. It is not an
understatement to su,ggest that the
future of private firearms ownership
in our Nation rests on striking the
anti-gun provisions of this bill --
it is a fact! Our elected
Representatives and President Bush
must be told in no uncertain terms
that this bill is not an anti-crime
bill — it is art anti-gun bill, and must
not become law.
In addition to the "Brady bill"
that is expected to be included, the
House bill, as yet un-numbered,
contains a ban on the manufacture
and possession of twenty so-called
''assault weapons". The list of guns
to be banned includes the M1
carbine, the Ruger Mini-14, and
the Colt AR-15, as well as any other
firearm that "embodies the same
basis design, function, and
configuration". Because the basic
design and function of all semiautomatics
is the same, and
configuration is interpretive, any
semi-automatic firearm may be
included with a specific exemption
only for the .22 caliber rim-fire
tubular fed rifle. Moreover, virtually
No sporting firearm is "unbarmable"
because it gives this or future
Treasury Secretaries the unlimited
power to ban any firearm they
choose, using this broad language
as a guideline.
This bill also bans the future
possession of magazines that accept
more than seven rounds, with
penalties of five years in prison and
$5,000 for each infraction. Most
centerfire setni-automatic handguns
have magazine capacities greater
than seven, therefore they will be
banned. Numerous rifles, shotguns
and revolvers fulfill the criteria as
well. It similarly applies to com
mon components that could be used
to manufacture these magazines
resulting in the criminalization of
whole categories of springs, screws,
floorplates, and other hardware.
This bill will also stand as a
watershed by providing the essence
necessary for national firearms
registration. The BATF multiple
handgun reporting requirement for
handgun purchases is expanded
from two purchases in five days to
two in thirty days, and requires that
local law enforcement be notified
with no restrictions on how they
may use, store,or disperse these
records: Treasury has broad
discretion in drafting the regulations
on transferring the grandfather
firearms and magazines, so it is
likely they will contain the
registration requirements now in
force for fully automatic firearms.
Furthermore, because establishing
prior ownership of a firearm is the
only certain means of avoiding
conflict with BATF, a prudent gun
owner will have few options other
than some form of self-registration.
Unfortunately these are only the
worst of many other like provisions.
There are others in the bill and more
are expected to be offered. Possible
amendments, based on pending
legislation and the debate in the
Senate are on ammunition bans,
new FFL license requirements
including local sign-offs, and
numerous other possible restrictions
on firearms manufacture,
importation, and ownership. Given
the anti-gun climate in Congress
nothing can be ruled out. This is
why it is vital that we act now,
forcefully and together.
Our elected Representatives and
President Bush must be told that
this assault on the rights of lawabiding
gun owners must end. Write
and cal: to let them know that you
expect their vote on striking these
anti-gun provisions from the bill,
or a veto if it reaches the Presidenes
desk with any of these included.
