bring to the floor their so-called<br />

crime bill, which is in reality the<br />

most anti-gun bill that has ever been<br />

debated by Congress. It is not an<br />

understatement to su,ggest that the<br />

future of private firearms ownership<br />

in our Nation rests on striking the<br />

anti-gun provisions of this bill --<br />

it is a fact! Our elected<br />

Representatives and President Bush<br />

must be told in no uncertain terms<br />

that this bill is not an anti-crime<br />

bill — it is art anti-gun bill, and must<br />

not become law.<br />

In addition to the "Brady bill"<br />

that is expected to be included, the<br />

House bill, as yet un-numbered,<br />

contains a ban on the manufacture<br />

and possession of twenty so-called<br />

''assault weapons". The list of guns<br />

to be banned includes the M1<br />

carbine, the Ruger Mini-14, and<br />

the Colt AR-15, as well as any other<br />

firearm that "embodies the same<br />

basis design, function, and<br />

configuration". Because the basic<br />

design and function of all semiautomatics<br />

is the same, and<br />

configuration is interpretive, any<br />

semi-automatic firearm may be<br />

included with a specific exemption<br />

only for the .22 caliber rim-fire<br />

tubular fed rifle. Moreover, virtually<br />

No sporting firearm is "unbarmable"<br />

because it gives this or future<br />

Treasury Secretaries the unlimited<br />

power to ban any firearm they<br />

choose, using this broad language<br />

as a guideline.<br />

This bill also bans the future<br />

possession of magazines that accept<br />

more than seven rounds, with<br />

penalties of five years in prison and<br />

$5,000 for each infraction. Most<br />

centerfire setni-automatic handguns<br />

have magazine capacities greater<br />

than seven, therefore they will be<br />

banned. Numerous rifles, shotguns<br />

and revolvers fulfill the criteria as<br />

well. It similarly applies to com<br />

mon components that could be used<br />

to manufacture these magazines<br />

resulting in the criminalization of<br />

whole categories of springs, screws,<br />

floorplates, and other hardware.<br />

This bill will also stand as a<br />

watershed by providing the essence<br />

necessary for national firearms<br />

registration. The BATF multiple<br />

handgun reporting requirement for<br />

handgun purchases is expanded<br />

from two purchases in five days to<br />

two in thirty days, and requires that<br />

local law enforcement be notified<br />

with no restrictions on how they<br />

may use, store,or disperse these<br />

records: Treasury has broad<br />

discretion in drafting the regulations<br />

on transferring the grandfather<br />

firearms and magazines, so it is<br />

likely they will contain the<br />

registration requirements now in<br />

force for fully automatic firearms.<br />

Furthermore, because establishing<br />

prior ownership of a firearm is the<br />

only certain means of avoiding<br />

conflict with BATF, a prudent gun<br />

owner will have few options other<br />

than some form of self-registration.<br />

Unfortunately these are only the<br />

worst of many other like provisions.<br />

There are others in the bill and more<br />

are expected to be offered. Possible<br />

amendments, based on pending<br />

legislation and the debate in the<br />

Senate are on ammunition bans,<br />

new FFL license requirements<br />

including local sign-offs, and<br />

numerous other possible restrictions<br />

on firearms manufacture,<br />

importation, and ownership. Given<br />

the anti-gun climate in Congress<br />

nothing can be ruled out. This is<br />

why it is vital that we act now,<br />

forcefully and together.<br />

Our elected Representatives and<br />

President Bush must be told that<br />

this assault on the rights of lawabiding<br />

gun owners must end. Write<br />

and cal: to let them know that you<br />

expect their vote on striking these<br />

anti-gun provisions from the bill,<br />

or a veto if it reaches the Presidenes<br />

desk with any of these included.<br />
