OECD countries, China has the highest percentage increase<br />

in emissions per capita in the Reference case, from 5.1 metric<br />

tons per person in 2008 to 9.3 metric tons per person in 2035,<br />

an average annual increase of 2.2 percent. In contrast, OECD<br />

emissions per capita fall over the projection period, from 11.1<br />

metric tons per person in 2008 to 10.6 metric tons per person<br />
