Illinois attempted a swap program in 1994, but discontinued it because the IDOA found thatcontacting the appropriate people to facilitate the exchange was very time consuming. In addition, Illinoisdiscovered a large amount of uncertainty about the quality of the products and concluded that mostproducts were in need of disposal.
