Section 3 Clean Sweep Program ResultsSeveral factors make it difficult to preciselyrecord the amount of pesticide collected. There isno uniform method of recording the data, and thereis variation on how states characterize partially fullcontainers, especially drums. Some programs onlyreport round numbers, which are probablyestimates. Some states report on a calendar yearbasis, while others report on a fiscal year basis.When liquids are collected, their volume in gallons isoften reported, while solids are reported by theirweight. This report converts quantities of liquidsfrom gallons to pounds by estimating 9 pounds tothe gallon, a close approximation but not accuratefor all liquids. Some programs use a conversionfactor of 10 pounds per gallon and these amountswere not recalculated. In addition, some states limitcollections to farmers, while others includeresidential pesticides or all household hazardouswaste. In states where collection events are run ona county level, state officials may not have completedata. Information from older collection events maybe missing or inaccurate. In spite of these caveats,EPA believes the overall total of about 24.6 millionpounds and the totals for individual states are goodindications of the minimum amounts collected, andare probably underestimates. Table 11 shows theamount of pesticide collected per state, per yearfrom 1980 through 2000.While 24 million pounds is a significantamount, it is important to compare this quantity tothe amount of pesticides used. This analysisindicates that the amount of pesticides collected anddisposed by Clean Sweep programs is significantlysmaller than the amount of pesticides sold and usedin the U.S. Only a small proportion of pesticidessold become obsolete or unwanted. The CleanSweep challenge is to collect and dispose of thesepesticides.EPA estimates that 917 to 1,025 millionpounds of active ingredient in conventional pesticideswere used in 1997. 1 Agricultural productscomprised approximately three-quarters ofthe conventional pesticides (which also include homeand garden and industry/commercial/governmentpesticides), so approximately 750 million pounds ofactive ingredient in agricultural products was usedannually during this time period. Because theamount of active ingredient can range from less than1 percent to over 80 percent of a formulatedproduct, the total weight of formulated agriculturalpesticides used per year is much greater. The mostcommon agricultural products are from 10 percentto 50 percent active ingredient, which means thatapproximately 1,500 million to 7,500 million pounds(1.5 to 7.5 billion pounds) of formulated agriculturalproducts were used per year in 1997. Assumingthat this amount of formulated agricultural pesticideswas used each year for the past 40 years, approximately60 to 300 billion pounds of formulatedagricultural pesticides have been used in the U.S.over the past four decades. EPA chose 40 yearsbecause many of the pesticides collected at CleanSweep events since 1980 are years or even decadesold. Therefore, the 24.6 million pounds of formulatedpesticides collected and disposed by CleanSweep programs through 2000 is a small fraction –0.008 percent to 0.04 percent – of the estimatedquantity of formulated pesticides used during thatsame period.1U.S. EPA, Pesticides Industry Sales and Usage: 1996 and 1997 Market Estimates, November 1999.36
