Summary of Washington Waste Pesticide Disposal ProgramThe Washington State Department of Agriculture (WSDA) has operated the Waste PesticideIdentification and Disposal Program since 1988. This program is fully funded from the state Model ToxicsControl Account, which was established by citizen’s initiative in 1988. The pesticide disposal programreceives approximately 1.3% of the fund’s revenues and has been highly successful in reducing the amountof unusable pesticides. It has realized a dramatic decrease in disposal costs since the peak in the early1990s.The program consists of collection sites where customers dispose of unwanted pesticides free ofcharge. The majority of pesticides are collected at regional events. Some pesticides, such as pressurizedcylinders, are collected at the customer’s location due to special handling or safety requirements. Thecollection program is open to farmers and anyone else who needs to dispose of agricultural pesticides. Theprogram, however, does not collect home consumer pesticides since most counties in the state have HHWprograms, which collect these exempt pesticides.As of December 2000, the WSDA had collected and disposed of 1,079,759 pounds of unusablepesticides including nearly 1,400 different types. The one million pound threshold was passed at a May2000 collection and an award was presented to the customer who brought in the one millionth pound.The WSDA is the generator and participants’ names do not appear on any disposal documents. Ahazardous waste contractor packages the wastes for transport to a disposal facility, primarily a hazardouswaste incinerator in El Dorado, Arkansas. Lead arsenate and pesticides that cannot be incinerated arestabilized and disposed of at permitted hazardous waste landfills.The top four pesticides collected are dinoseb, DDT, 2,4-D and endrin. Others in the top ten aremalathion, parathion, sulfur, 2,4,5-T, captan and zineb.
