96 The LSE Identity Project <strong>Report</strong>: June 2005The Government is certainly in an awkward position when it comes to the internationaldynamics of identity. It argues that the UK must follow the path of other countries,despite the fact that no other country has a system similar to that which is proposedhere. It insists that it must follow international obligations, but then incorrectlyinterprets those obligations. It states that the world is moving to greater use ofbiometrics, but is itself responsible for developing and pushing an ‘internationalstandard’ on biometrics.While we can disagree on detailed issues, this section shows that we must above allfoster debate in order to ensure that any implementation of an identity card in the UK isthe product of an open and transparent process of deliberation.
