18 The LSE Identity Project Report: June 2005The Interim ReportThe Identity Project’s Interim Report was published on 21 st March 2005. This report,which covered a narrow spectrum of issues, was released to support the debate on theBill which went to second reading in the House of Lords on the same day. The InterimReport was widely quoted in that debate.Whilst the feedback from the Interim Report has been overwhelmingly positive, theLSE team acknowledges the individuals and organisations that have providedconstructive criticism of its content and delivery. This feedback has, where appropriate,been incorporated into this report.Government ParticipationThe LSE and EPG have actively cooperated with all interested stakeholders throughoutthis project, including the Government.Representatives of the Home Office Identity Cards Unit were invited to the first threeExpert Panel meetings. The Unit accepted the invitation to the first meeting a matter ofhours before it began, leaving no time to ensure that the Government would be fairlyrepresented, and by mutual agreement the Home Office representative withdrew. NoHome Office representative was available for the second meeting.The results of the first two meetings were forwarded to the Home Office, and allmeeting results have been published on the Internet.In the House of Lords second reading debate on 21 st March 2005, Baroness Scotlandstated that:“My Lords, first, as I made absolutely clear, we will read the reportand consider its findings as everyone has suggested. Secondly,throughout the passage of the Bill it has been clear that the HomeOffice has been assiduous in trying to ensure that, wherever possible,we or our officials have attended meetings, engaged in consultationand given briefings. I do not know the history regarding the LSE but Ican assure the noble Baroness that consultation is one thing on whichwe seem to have excelled on this Bill, as on so many.” 2The Home Office agreed to send a speaker to the third meeting, held on 23 rd March2005, but due to illness that speaker withdrew on the day, and no replacement wasavailable.An Enterprise Privacy Group representative met with the Identity Cards Unit on 12 thMay 2005 to discuss the findings of the Expert Panel meetings. The meeting was goodnaturedand productive, but the Home Office did not respond to further offers to engagethem in the project.2 Hansard, 21 st March 2005
The LSE Identity Project Report: June 2005 19Since that time, there has been a single telephone conversation between representativesof the Identity Cards Unit and the LSE, but at the time of publication the two partieshave not met.Alternative model consultationOn 5th June the LSE published the draft blueprint of its alternative national identitycards model. The purpose of this exercise was to provide an opportunity for publicdebate and input. A number of constructive responses were received, and these havebeen taken into account in the final publication of the model in this report.Ongoing WorkThis report does not mark the end of the Identity Project, but rather another milestone inthe development of a preferred architecture for the National Identity scheme. The LSEteam will continue to develop its ideas, and there will be further Expert Panel meetingsover the coming months.
