<strong>Guidance</strong> concerning <strong>Air</strong> Navigation in and above the <strong>NAT</strong> <strong>MNPS</strong>A CHAPTER 1010.6 Tactical Monitoring of <strong>MNPS</strong> and RVSM Approvals10.6.1 Experience with the monitoring process indicates that a proportion of GNEs and otheroperational errors are attributable to aircraft operating in <strong>MNPS</strong>/RVSM <strong>Air</strong>space without the requiredapprovals. It was for this reason that in 1990, to make random checks more effective, the <strong>NAT</strong> SPGintroduced a programme of tactical monitoring to help identify aircraft operating within <strong>MNPS</strong> <strong>Air</strong>spacewithout the required approval. In 1997, this procedure was extended to RVSM approvals, and currentlyCanada, Iceland and the United Kingdom participate in this programme. Pilots who are uncertain of or areunable to confirm their approval status, are issued a clearance to operate outside <strong>MNPS</strong>/RVSM <strong>Air</strong>space anda report is forwarded to the CMA for follow-up action.10.7 Operational Error Reporting and Central Monitoring Agency (CMA) ActivitiesBackground10.7.1 In March 1980, the <strong>NAT</strong> SPG realised that after implementation of a 60 NM lateralseparation minima, special importance would have to be placed on monitoring and assessment of navigationperformance. It was therefore agreed that there was a need to collect, collate and circulate to Statesparticipating in the monitoring programme, data regarding navigation performance in the <strong>NAT</strong> Region Tomeet this requirement, the <strong>NAT</strong> CMA was established.10.7.2 In the early 1990s, as a consequence of the planned implementation of RVSM in <strong>NAT</strong><strong>MNPS</strong> <strong>Air</strong>space, the <strong>NAT</strong> CMA acquired the responsibility for monitoring height-keeping performance.Initially, this was limited to collating data on operational errors but when the technical height-keepingprogramme came into being, the CMA became the data collection and collation centre. It has also becomeresponsible, in conjunction with other Regional Monitoring Agencies, for setting the target monitoringrequirements for the RVSM approval process.Responsibilities10.7.3 The CMA is operated on behalf of the <strong>NAT</strong> SPG by United Kingdom National <strong>Air</strong> TrafficServices Limited (<strong>NAT</strong>S) and is responsible for the collection, analysis and dissemination of all data relevantto horizontal and vertical navigation (and systems) performance in the <strong>NAT</strong> Region. It providesparticipating States, ICAO and other selected Operators and organisations with regular summaries ofoperational performance to promote awareness of <strong>NAT</strong> system safety, and with any other pertinentinformation. The CMA is responsible for informing <strong>NAT</strong> ATS Provider States on safety issues, eitherdirectly or through the <strong>NAT</strong> SPG organisational mechanism.Follow-up Action on Observed and Reported GNEs10.7.4 Different administrative arrangements exist within those States participating in monitoringprogrammes although follow-up action on GNEs should, in general terms, be as indicated in the followingparagraphs.10.7.5 For aircraft operating within <strong>MNPS</strong> <strong>Air</strong>space:a) the observing ATC unit should, if at all possible, inform the pilot of the aircraft concerned ofthe observed error and also that an error report will be processed; any comment made by thepilot at the time of notification should be recorded;b) the Operators (including military) and any other relevant ATC units should be notified of theobserved deviation, either directly by the observing ATC unit or by an agency designated by<strong>NAT</strong> <strong>Doc</strong> <strong>007</strong> 68 Edition 2010
