Introduction.Well-designed and maintained public open spaces engender a strong sense ofcommunity, pride and identity. This document aims to ensure that a highstandard of maintainable public open space provision is achieved throughoutthe <strong>City</strong>.Purpose of the document.These guidelines provide a clear planning framework for <strong>Council</strong> employees,developers and consultants, to ensure that high quality, diverse and sustainablespaces are provided. They are based on an integrated approach to theplanning, design, construction, and maintenance of public open space. Theguidelines allow for creativity and innovation, whilst ensuring that minimumstandards of provision are achieved. This applies variably to all residential,commercial and industrial precincts throughout the municipality.This document has initiated the development of the <strong>Devonport</strong> <strong>City</strong> <strong>Council</strong><strong>Public</strong> <strong>Open</strong> <strong>Space</strong> Standards and Technical Notes which will lead to thedevelopment of individual park Master Plans, of which are developed to assistboth <strong>Council</strong> employees and private developers to achieve the Guidelineobjectives.Definition.<strong>Council</strong> defines <strong>Public</strong> <strong>Open</strong> <strong>Space</strong> (POS) as:“All parks, gardens, reserves, road reserves and other parcels of landowned and or managed by <strong>Council</strong>, which is accessible to the publicand is designated for open space purposes. This includes spaces providedfor passive, active, formal and informal recreation as well as forconservation purposes.”Integration with other council documents.To ensure the effectiveness of this document, it is vital that it integrates with otherexisting and future <strong>Council</strong> policies/strategies.
