Health, Welfare and Food Bureau (HWFB)/Social Welfare Department (SWD)3.10 With the objectives of developing the potential of the youth,facilitating their healthy development and assisting them in facing thechallenges from their family, peers, school and the society, the Government hasput in place a variety of services catering for the socialization anddevelopmental needs of the young people. Funds have also been approved bythe Hong Kong Jockey Club Charities Trust to implement a multi-year youthproject at secondary schools, with a view to promoting the holistic developmentof the youth in terms of competence and skills.(b) combating drug abuse among the youthNarcotics Division (ND) of Security Bureau3.11 The Government will continue to monitor the drug abuse situationand tackle the drug abuse problem under an evidence-based approach.Findings of studies will be disseminated to professional counsellors andanti-drug workers who provide preventive or rehabilitation services to theyoung people, and the community as a whole through the media. ND willpursue its efforts in educating the students, the youth and the public on theprevention of drug abuse through the newly opened Hong Kong Jockey ClubDrug InfoCentre and the preventive education programmes.Education and Manpower Bureau (EMB)3.12 On the educational side, EMB has strengthened its efforts againstdrug abuse by means of incorporating drug education topics in the schoolcurriculum and providing enhancement programmes for principals and teachersin primary and secondary schools. These programmes include drug educationcourses conducted by the Chinese University of Hong Kong and seminars cumvisits to the Hong Kong Jockey Club Drug InfoCentre organized jointly withND. EMB also provides teachers with the relevant drug education resourcesand sponsors the Life Education Activity Programme to help primary pupils todevelop positive values and attitudes early in life.99
