50 initiatives at the district level under a multi-agency approach.(d) injection of additional resources into implementing parent education,counselling and civic educationHWFB/SWD3.21 Apart from the core services for the young people, SWD alsoprovides parent education and counselling services as well as group andcommunity activities catering for the needs of both the young people and theirparents. New recurrent resources will be allocated to strengthen support forthe youth-at-risk and young offenders as well as to provide assistance to thedeprived children and youth to promote their development and integration intothe community. In particular, the new resources to be made available for theservices for Young Night Drifters and the Community Support Services Schemewill enhance their capacity to address the changing needs of the youth-at-riskand young offenders, including the need for parent education and counsellingon various developmental issues and the cultivation of positive civic values.EMBParent education3.22 EMB has set up the Committee on Home-School Co-operation(CHSC) for the promotion of parent education. The Committee has beensuccessful in encouraging the setting up of parent-teacher associations (PTAs)in schools, publicizing services available to the parents, providing training forPTA executives and thematic talks for parents, conducting surveys andresearches and producing publicity materials to promote home schoolco-operation and parent education.Counselling3.23 With the improved manning ratios of student guidance personnel inprimary schools and school social workers in secondary schools, morecounselling, developmental and preventive work have been carried out inschools to prevent, detect and rectify the students’ problems.Civic education3.24 One of the overall aims of the school curriculum of Hong Kong isthat students should be able to recognize their roles and responsibilities asmembers in the family, the society, and the nation, and show concern for their102
