CHAPTER 10WORK OF SUB-COMMITTEESSTANDING COMMITTEE ON YOUNG OFFENDERS10.1 The Standing Committee on Young Offenders (SCOYO) of theFight Crime Committee (FCC) was established in July 1986 by reconstitutingthe FCC’s Working Group on Youth. Its key objective is to examine factorswhich affect young people at risk of involvement in crime and to considerpreventive and remedial measures that can be taken both within and outside thecurrent education, social and correctional programmes. The terms of referenceand membership list of SCOYO are at Appendix II (a).10.2 One of the tasks of SCOYO was to monitor the work of the YoungOffenders Assessment Panel (YOAP), comprising professional staff from boththe Correctional Services Department (CSD) and the Social Welfare Department(SWD), which recommends on the most appropriate programme ofrehabilitation for convicted young offenders. A review on the resource supportfor the YOAP was being undertaken by CSD and SWD respectively and theoutcome of the review will be reported to SCOYO for consideration in duecourse.PUBLICITY SUB-COMMITTEE10.3 The Publicity Sub-Committee (PSC) of the FCC publicises thepolicies, objectives and strategies of the FCC, with a view to fostering publicawareness of crime prevention and motivating the community to play an activerole in the fight against crime. The terms of reference and the 2004-05membership of the PSC are at Appendix II(b).10.4 The PSC is responsible for formulating and implementing the FightCrime Publicity Campaign. This annual campaign usually embraces one ormore themes targeting prevailing crimes and/or areas of major communityconcern. Details of the 2004-05 Fight Crime Publicity Campaign are set out inChapter 8.10.5 In 2004-05, the PSC held 12 meetings. It planned andimplemented a territory-wide fight crime publicity campaign through the use ofthe mass media and community programmes such as the Good Citizen AwardScheme. The PSC also worked closely with District Fight Crime Committeesin planning and organising publicity activities at district level in support of theterritory-wide campaign.131
