Health, Welfare and Food Bureau (HWFB)/Social Welfare Department (SWD)3.13 With the aim of helping young drug abusers abstain fromdrug-taking habits and reintegrate them into the community, SWD adopts amulti-modality approach in providing drug treatment and rehabilitation servicesthrough both community-based and residential services by means of counselling,group activities, prevocational and social skills training. Under the policy leadof ND, SWD collaborates with departments concerned including the Police andthe Customs and Excise Department (C&ED) to combat drug abuse.The Police3.14 Listing drug abuse among the youth as one of their OperationalTargets in 2005, the Police will step up their efforts to tackle the drug abuseproblem, in terms of preventive measures, anti-drug operations, recovery ofproceeds to disrupt trafficking activities and publicity and education initiatives.(c) strengthening collaboration among government departments/ bureauxwith a view to combating youth crimes and providing appropriate servicesto the youth-at-riskHWFB/SWD3.15 The “Committee on Services for Youth at Risk”, chaired by theDirector of Social Welfare and comprising representatives from EMB, SWD,the Department of Health and the Police, has been in operation through regularmeetings to tackle the youth crime problem at the policy level. At the districtlevel, the local youth service committees operating in a cross-sector andcross-district mode had been set up by SWD to formulate services tailored tothe needs of young people, as well as to coordinate various efforts in bringingdown the number of youth crime cases. On the implementation of workprogrammes, EMB and SWD have worked together to organize a number ofprojects for the prevention of juvenile delinquency, such as the provision of“early identification and intervention” service with the help of schools andnon-governmental social service organizations. Meanwhile, theUnderstanding Adolescent Project has been launched in all secondary schools toenable early identification of students in need of special support and to providethem with comprehensive developmental support and training.3.16 In addition, SWD has engaged in a number of joint endeavourswith other government departments in addressing the youth’s needs.
