The Police3.41 Whilst closure order on vice establishments is effective in curbingvice activities, the Police consider that the present 6-month period of closureorder is striking a right balance between enforcement action and the interest ofthose landlords who may not be directly involved in vice activities. Inaddition to the execution of closure orders, which is just one of the measurestaken against vice activities, the Police also endeavour to neutralizecross-boundary vice syndicates through intelligence-led operations andco-operation with the Mainland authorities.3.42 Nevertheless, the Police may revisit the question of extending theperiod of closure order if situation warrants in future.(b) need for merging the Police Sai Kung Division and Tseung Kwan ODivisionThe Police3.43 The ultimate goal of realigning police formations is to provide abetter level of service and a more equitable distribution of police resources tothe local communities having taken due regard of the population of the areas inquestion, local unique features and crime situation. Other factors such asmajor town development plans and infrastructure projects which may directlyor indirectly affect the formations concerned will also be taken into account.There are currently insufficient justifications to fully support the merging of SaiKung Division and Tseung Kwan O Division having taken into considerationthe aforementioned factors. The matter will be kept under review inconjunction with the project on the realignment of police districts and divisionsin Kowloon East Region which is being examined in the light of the SoutheastKowloon (the former Kai Tak site) redevelopment plan.3.44 In the interim, the Police will closely monitor the situation in thesetwo divisions and, where necessary, deploy regional and district resources toaugment local police activities.*****107
