BACKGROUNDCHAPTER 6PUBLICITY CAMPAIGN FORREHABILITATED OFFENDERS IN 2004-056.1 Public acceptance and community support are essential forsuccessful re-integration of offenders into society as law-abiding citizens. TheCorrectional Services Department (CSD) has therefore organized a series ofpublicity initiatives since 1999 to help the public better understand the needs ofand the problems commonly faced by rehabilitated offenders, and to appeal forcommunity support for them.6.2 Major publicity activities held for this purpose included three seriesof the TV docu-drama “The Road Back”, Radio and Television Announcementsin the Public Interest (APIs), symposiums on employment for rehabilitatedoffenders, special TV programmes, competitions for inmates to demonstratetheir talents in cultural and recreational activities, variety shows andcommunity-involvement activities jointly organized with District Fight CrimeCommittees (DFCCs).2004-05 PUBLICITY CAMPAIGN6.3 Having regard to the advice of the Committee on CommunitySupport for Rehabilitated Offenders * , the effectiveness of past publicityactivities and the Department’s own experience, CSD conducted another seriesof publicity activities in 2004-05 targeting four community groups (namelystudents, general public, employers and district groups) to secure their support inthe re-integration of rehabilitated offenders. In addition to DFCCs, CSDinvited non-governmental organizations (NGOs) and charitable organizationswith interest in the welfare of rehabilitated offenders to jointly implement thefollowing promotional and public education activities -a) For Students• With the support of the DFCCs, CSD held a joint schoolstudent forum in December 2003 at the Hong KongConvention and Exhibition Centre to provide opportunities forsecondary school students and rehabilitated offenders to* Comprising members from different sectors of the community, the Committee advises the Commissioner ofCorrectional Services on rehabilitation programmes and re-integration strategies.118
