YEMEN 567Women have limited freedom to access and use information to em -power themselves in all areas of their civic and political lives. The 2006local elections demonstrated that high levels of illiteracy among womenseverely constrained their exposure to information about the elections andtheir wider civil and political rights. The broadcast media are controlled bythe government, and even among literate women, the Internet is a practicalmeans of communication for a small, well-educated minority. Many of thevoter-education initiatives specifically aimed at women were inadequatein reaching their target audience. Civil society organizations representingwomen demonstrated enthusiasm in their efforts to support women inthe elections, but they suffered from a lack of coordination, partisanshipamong key figures, and a dearth of positive female role models. 55RecommendationsF The government should amend its laws to establish a reasonable mi n -imum quota for women in all legislative, executive, and judicialstructures.F The government and NGOs should combine their efforts and launchpublic-awareness campaigns, using television and radio advertisementsthat highlight the importance of women’s participation in political andcivic life.F Civil society organizations should create a body during election periodsto foster cooperation in their efforts to promote women’s politicalparticipation.F The NGOs and private sector should establish a permanent center thatspecializes in providing training for young women aspiring to enterpolitical life.SOCIAL AND CULTURAL RIGHTSYemen is ranked 140 out of 182 countries in the UN Development Programme’s2009 Human Development Index. Its gross national incomeper capita was just US$864 (2007 estimate), although that representedan improvement from US$491 in 2000. The recent drop in oil prices hasstruck at the main source of national income and will no doubt affectthe implementation of Yemen’s development plans.
