TELECOMMUNICATION RATES.Hawaiian Telcom’s basic rates have remained unchanged over the past several years. 20The following table shows amounts by islands that customers have been paying since 1997 forresidential service.20 In fact, the current rates have been in effect since 1995. However, since 1997, with theapproval of the <strong>Commission</strong>, Hawaiian Telcom has assessed an 11.23 percent surcharge onmost intrastate services, including basic services.
