MECO has not normalized any data for 2000, 2001, 2002, and2003. Normalizing of data would be in accordance with the guidelines specified in the report onreliability that was prepared for the <strong>Commission</strong>, titled “Methodology for Determining ReliabilityIndices for HECO <strong>Utilities</strong>,” dated December 1990.MECO has not normalized data since 1996. The <strong>2004</strong> reliability indices for MECOexclude the effects of the January 14 th Kona storm. Data was normalized because the outagesmet normalizing guidelines published in the December 1990 report, “Methodology for DeterminingReliability Indices.”Graphs of the ASA (Figure 46), SAIF (Figure 47), CAID (Figure 48), and SAID (Figure 49)for the five (5) years are included below.The <strong>2004</strong> service reliability results are normalized to exclude the January 14, <strong>2004</strong> KonaStorm, when extremely high winds of 50 to 80 mph were experienced on parts of Maui.Another factor affecting the Indices in <strong>2004</strong> was the incorporation of new customercounts for each circuit, standardizing MECO’s Indices with HECO and HELCO. As a result, the<strong>2004</strong> Indices rank fifth for the last five (5) years, with the exception of CAID, which is a recordbest for MECO, thus setting a new benchmark for succeeding years.better.)The ASA index of 99.9858% is ranked fifth best for the last five (5) years. (Higher isThe SAIF index of 1.608 is ranked fifth best for the last five (5) years. (Lower is better.)The CAID index of 46.54 minutes is a record best for MECO. (Lower is better).better).The SAID index of 74.82 minutes is ranked fifth best for the last five (5) years. (Lower isTree related outages accounted for 13.07% of the total of all outages for <strong>2004</strong>.
