<strong>North</strong> Walsham Conservation Area Character Appraisal and Management Plan2: Issues and recommendations2.1 Review of Conservation Area boundaryIt is proposed that five extensions are made to the existing Conservation Areaboundary:-South end of Aylsham Road, to include three good inter-war vernacular revival houses,no.16, The Willows and no's. 19-23 Calthorpe Cottages. These are unusual and wellcrafted inter-war houses, and form part of a good entrance to the town.The south-west corner of Grammar School Road, linking with the A149. This providesa pleasant and green entranceway to the town. Includes three attractive buildings withsome original garden design.The inclusion of the late Victorian and Edwardian Villas on the west side of YarmouthRoad, together with the Memorial Park. The Villas provide a positive entranceway tothe town and trees make a positive contribution to the character of the area.Inclusion of two listed buildings on New Road, the (depot and no. 9).The remainder of the Paston College Lawns site for its historic value and contributionto the setting of the town centre.2.2 Alterations to unlisted buildings and Article 4(2) directionMany of the unlisted buildings in the conservation area have been adversely affected by theloss of original architectural details and original building materials. This includes thereplacement of original timber sash or casement windows and doors and the inappropriatetreatment of historic frontages.Where buildings are not in multiple occupation or commercial use, such alterations canusually be carried out without planning permission. Development of this kind is called“permitted development” and falls into various classes, listed in the Town and CountryPlanning (GPDO) Order, 1995.Powers exist for the <strong>Council</strong>, known as article 4(2) directions, to withdraw some of thesepermitted development rights in the interest of preserving and enhancing the character andappearance of the conservation area.It is proposed that Article 4(2) Directions be applied to the following residential streetsin the Conservation Area:-Aylsham Road, west side: no's 2-12.Aylsham Road, east side: no's 1-13, also part of Paston School at north end.Aylsham Road, southern end, east & west sides: The Willows, no's 18, 19-23 & TheWillows (at present outside the conservation area).Grammar School Road: all buildings on east and west sides.Grammar School Road, Paston School: all extensions/buildings on north and southsides of Grade II listed Nelson building.Kings Arms St, west side: no's 12-42 inclusive.Kings Arms St, east side: no 11.Yarmouth Rd, west side: no's 6,8 (adjoining listed building at no 2).Yarmouth Rd, west side: no 2.Yarmouth Rd, west side: no's 14-The Grange (at present outside the conservationarea).These directions should generally <strong>cover</strong> front and prominent side elevations, and importantboundary treatments.70<strong>North</strong> <strong>Norfolk</strong> <strong>District</strong> <strong>Council</strong>
