a. The bidder shall not associate with individual Consultant(s) and / or other firms orentities in a joint venture relationship to outsource/sub-contract a part or whole ofservices desired of the bidder as a part of this assignment.b. The key professional staff proposed should be permanent employees of the firm.c. Alternative professional staff shall not be proposed, and only one curriculum vitae(CV) may by submitted for each position.d. Except as specifically provided, the Technical Proposal shall not include anyinformation relating to the Financial bid.5. In preparing the Financial Proposal, Bidders are expected to take into account therequirements and conditions of the RFP document.6. The Financial Proposal should be inclusive of all taxes, duties, fees, levies, and othercharges imposed under the applicable local laws.7. Bidders should express the price of their services in INR only.8. The proposals must remain valid for 180 days after the date of opening of the financialproposals. During this period, the bidder is expected to keep available the professional staffproposed for the assignment. The Client will make its best effort to complete negotiationswithin this period.9. Earnest money deposit: The proposal must be accompanied by earnest money deposit of Rs.5 Lakhs in the form of Demand Draft of any nationalised bank payable to „Excise andTaxation Commissioner, Government of Haryana,‟ without which the proposal will be rejectedoutright. Earnest money deposit will not be accepted in cash or any other manner. Nointerest is payable on the amount of E.M.D.10. The Earnest money deposit will be returned along with necessary endorsement for paymentto the tenderers whose offers are not accepted by the Department of Excise and Taxationwithin two months of the placing of final order to the successful bidder. However for thesuccessful bidder, the Earnest money deposit so submitted will be refunded on submission ofBank guarantee against security deposit.10
2.4 SUBMISSION, RECEIPT AND OPENING OF PROPOSALS1. Each Bidder shall submit only one Proposal.2. Proposals should be submitted in English Language.3. Any Proposalreceived there after shall be returned unopened.5. The original Technical Proposal and Financial Proposal shall be prepared in indelible ink. Itshall contain no inter-lineation or overwriting, except as necessary to correct errors made bythe firm itself. Any such corrections must be attested by the person or persons who sign(s)the Proposals.6. An authorized representative of the firm should sign on all the pages of the Proposal. Therepresentative‟s authorization should be confirmed by a written power of attorneyaccompanying the Proposal.7. Consultants must submit an original and four additional copies of each proposal. EachTechnical Proposal and Financial Proposal should be marked “Original” or “Copy” asappropriate and the original and the copies should be identical. However, if there are anydiscrepancies between the original and the copies of Proposal, the original governs.Consultants are required to submit their Technical and Financial Proposals in soft copy alsoin separate CDs, in Adobe Acrobat (PDF) format only. The respective CDs should beenclosed in the sealed envelopes for Technical Proposal and Financial Proposal, as specifiedin the Data Sheet.8.
