An overall score will be calculated based on the technical and financial scores <strong>of</strong> each bidder asdetailed below.The overall score will be calculated as follows:Bn = (W-tech * Tb) + (W-fin * Fn)WhereBn = Overall score <strong>of</strong> bidder under considerationTb = Absolute Technical score <strong>for</strong> the bidder under considerationFn = Normalized Financial score <strong>of</strong> the bidder under considerationW-tech = 0.70W-fin = 0.30The bid obtaining highest overall score shall be declared as the most responsive bid and beinvited <strong>for</strong> negotiations2.9 NEGOTIATIONS1. There will be no negotiations regarding the financial proposal.2. Negotiations will include a discussion <strong>of</strong> the Technical <strong>Proposal</strong>, the proposed methodology(work plan), staffing and any suggestions made by the firm to improve the Terms <strong>of</strong>Reference. The Client and firm will then work out agreed final Terms <strong>of</strong> Reference, staffing,and work-plan indicating activities, staff, periods in the field and in the home <strong>of</strong>fice, staffmonths,logistics, and reporting. The agreed work plan and final Terms <strong>of</strong> Reference willthen <strong>for</strong>m part <strong>of</strong> the contract. Special attention will be paid to optimizing the required outputsfrom the firm within the available budget and to clearly defining the inputs required from theClient to ensure satisfactory implementation <strong>of</strong> the Assignment.18
