8. IT Operations and Per<strong>for</strong>mance (to plan and assess IT Infrastructure and facilitiesrequirements, help desk & problem resolution, define per<strong>for</strong>mance management structureand monitoring mechanism so as to enable compliance to desired level <strong>of</strong> deliverystandards)Qualification and Experience <strong>of</strong> Staff proposed <strong>for</strong> the engagement:The Consultant shall provide a team <strong>of</strong> competent resources <strong>for</strong> this assignment. Such individualsshould possess suitable educational qualifications, length <strong>of</strong> industry experience and a demonstrabletrack record in their area <strong>of</strong> specialization.These resources should be categorized at the level <strong>of</strong> Principal Consultant, Senior Consultant andConsultant based on their background. These levels should be comparable to generally acceptednorms in the industry, where relevant experience <strong>for</strong> Principal consultants is above 15 years, <strong>for</strong>senior consultants about 10 to 12 years and <strong>for</strong> Consultants is above 5 years.The team composition proposed by the Consultant should have a balanced mix <strong>of</strong> PrincipalConsultants, Senior Consultants and Consultants. The skill-mix <strong>of</strong> the team must be in tune with therequirements <strong>of</strong> the project.The resource assignments to the tasks <strong>of</strong> the engagement should be done on the basis <strong>of</strong> theirexperience level and area <strong>of</strong> specialization. Selection <strong>of</strong> the team should be consistent with section3.4 with regard to the key competencies and with regard to the scope <strong>of</strong> work descried in section 3.3.Allocation <strong>of</strong> the resources should be made on a named basis and should not conflict with any otherconcurrent task assignments either within the project or in any other engagement with another thirdparty. Finalization <strong>of</strong> the key team members will be reviewed prior to finalization <strong>of</strong> the contract.The above resources shall need to be planned phase-wise and continuity would be needed until theState wide roll out <strong>of</strong> the Project has been completed and project is stabilized.Apart from the key positions above, the bidders would be required to engage a variety <strong>of</strong> othersupport personnel, as they may deem appropriate, to assist in other tasks <strong>for</strong> the successfulcompletion <strong>of</strong> their obligations as part <strong>of</strong> this initiative. Such resources do not need to be listed in thebid response.40
