It is only such an inclusive approach, enabled through process re<strong>for</strong>m, which would accelerate theadoption and deliver the benefits <strong>of</strong> technology to all stakeholders.3.2 OBJECTIVESThe objectives <strong>of</strong> engaging the Consultant is to assist the Department <strong>of</strong> Excise and Taxation,<strong>Government</strong> <strong>of</strong> <strong>Haryana</strong> to implement eGovernance initiatives and introduction <strong>of</strong> automation in theworking <strong>of</strong> the department. It is to be ensured that the transition from manual system and existings<strong>of</strong>tware applications to a more comprehensive ICT solution is smooth without impacting any corebusiness requirements <strong>of</strong> the Department.Accordingly, the scope <strong>of</strong> the Consultant‟s work has been segregated into four distinct phases basedon the likely roadmap <strong>for</strong> the implementation <strong>of</strong> the Commercial Taxes MMP as listed in this section.For each <strong>of</strong> the phases, besides listing <strong>of</strong> all key tasks and deliverables, phase objectives and exitcriteria have also been specified. This is expected to provide clarity on the consultant‟sresponsibilities, work planning and determination <strong>of</strong> the approach that the consultant may considermost appropriate in meeting with the desired objectives.3.3 SCOPE OF WORK3.3.1 Phase 1: Project Scope and ApproachPhase Objective(s):This phase involves an assessment <strong>of</strong> the current status and the desired level to which the newsolution benefits all key stakeholders. There will be significant emphasis on the processimprovements/changes that would be introduced concurrently with the installation <strong>of</strong> the new ICTsolution. The solution architecture <strong>for</strong> the proposed system with a clear roadmap <strong>for</strong> all downstreamproject tasks with cost estimates and timelines is envisaged to be part <strong>of</strong> this phase. Domainknowledge related to the tasks in this phase will need to drawn from the Department.Key Tasks:1. Assessment <strong>of</strong> Current Status <strong>of</strong> IT: Per<strong>for</strong>m an objective assessment <strong>of</strong> both applications<strong>of</strong>tware systems and IT infrastructure/facilities and position them in the migration process sothat past investments in IT can be suitably leveraged.23
