2.5.2 Financial1. Annual Turnover during each <strong>of</strong> the last three financial years (i.e. FY 2006-07, 2007-08, 2008-09), should have been a minimum <strong>of</strong> Rs. Twenty five (25) Cr. that is generated from servicesrelating to IT Consulting and IT Program/Project Management (i.e. revenue should be on account<strong>of</strong> IT Solutions consulting other than related to supply <strong>of</strong> hardware/IT infrastructure and theirassociated maintenance services, packaged s<strong>of</strong>tware, etc.).2. Net Cash Accruals (Pr<strong>of</strong>it after Tax + Depreciation – Dividends) over the last three financialyears, to be a minimum <strong>of</strong> Rs. Five (5) Cr in each financial year.3. Net Worth (Paid-up Share Capital + Free Reserves) <strong>of</strong> a minimum <strong>of</strong> Rs. Ten (10) Cr. in each <strong>of</strong>the last three financial years.2.5.3 Experience1. Consultant must have successfully completed at least one consulting engagement <strong>of</strong> value noless than Rs. One (1) Cr., involving High Level IT Consulting AND Project Management, duringthe preceding three-year period in the <strong>Government</strong> sector. Such engagement must be related tosystems that are geared to deliver multiple services to various stakeholders, multi-location, largedata volumes and scalability <strong>of</strong> solution, where the services result in defined outcomes.Experience working on initiatives related commercial taxes would be an added advantage.2. Consultant should have capabilities/expertise in all phase-specific requirements described in thescope <strong>of</strong> work that is demonstrable in a maximum <strong>of</strong> three separate customer engagements(which could also optionally include the <strong>Government</strong> assignment specified in paragraph 1 <strong>of</strong> thissection) either successfully completed within the preceding three years or an on-goingengagement where a deliverable or service completion has been completed and <strong>for</strong>mallyapproved by the Customer. Such engagements should be <strong>of</strong> value no less than Rs. One (1) Cr.each. These engagements could either be <strong>for</strong> a <strong>Government</strong> Department/Agency or ageographically distributed enterprise with operations that is <strong>of</strong> comparable (or larger) size to that<strong>of</strong> the Commercial Taxes Department <strong>of</strong> <strong>Haryana</strong>. The following experience attributes should beevidenced at least in one <strong>of</strong> the three engagements cited by the Consultant:a. Conceptualization <strong>of</strong> holistic, end-to-end service oriented solutionsb. Business Process Re-engineering, including domain specific best practices14
