Peruvian Asparagus Importers Association 358<strong>The</strong> Peruvian Asparagus Importers Association (PAIA), an association <strong>of</strong> 24 U.S. importers<strong>of</strong> fresh asparagus from Peru, reported on <strong>the</strong> economic benefits <strong>of</strong> ATPA/ATPDEA for both<strong>the</strong> United States and Peru. Specifically, <strong>the</strong> PAIA stated that duty-free treatment <strong>of</strong> Peruvianfresh asparagus has accrued benefits to “U.S. consumers, U.S. importing companies, U.S.distributors, U.S. transportation companies, <strong>the</strong> many o<strong>the</strong>r companies in <strong>the</strong> domesticcommercial chain, <strong>the</strong> Peruvian economy, and <strong>the</strong> thousands <strong>of</strong> people in Peru whoselivelihood is dependent on trade with <strong>the</strong> United States.” PAIA states that <strong>the</strong> climate,geography, and growing methods <strong>of</strong> Peru make it an ideal supplier <strong>of</strong> fresh asparagus on ayear-round basis, helping to meet a growing U.S demand for asparagus that could not be metby domestic growers alone. According to <strong>the</strong> submission, imports <strong>of</strong> fresh asparagus fromPeru in 2004 and 2005 was valued at between $100 million and $110 million, while <strong>the</strong>entire value chain was valued at $300 million in 2003, <strong>of</strong> which 70 percent is calculated toremain in <strong>the</strong> United States. <strong>The</strong> PAIA expressed concern regarding <strong>the</strong> loss <strong>of</strong> <strong>the</strong> economicadvantages that <strong>the</strong> ATPA/ATPDEA has provided for <strong>the</strong> United States and Peru and“supports any available mechanism to extend <strong>the</strong> ATPA/ATPDEA beyond its currentexpiration date at least until <strong>the</strong> PTPA is fully implemented.”358Carlos Mateo Paz-Soldan, and John B.
