and 9.5 percent in 2004 to 7.7 percent in 2005 (table 2-4). In 2002, <strong>the</strong> last year <strong>of</strong> importsmostly under <strong>the</strong> original ATPA, <strong>the</strong> dutiable share was still 47.8 percent. In 2005, <strong>the</strong>remaining dutiable imports from <strong>the</strong> region included principally those petroleum and apparelproducts that were not eligible or for some reason were not entered under ATPA preferences.Calculated duty revenues from ATPA countries dropped to $31 million in 2005, shrinkingby $9.5 million or 23 percent from <strong>the</strong>ir 2004 amount. <strong>The</strong> 2005 duty revenues from <strong>the</strong>region were less than one-fourth <strong>of</strong> <strong>the</strong> amounts calculated during 2001and 2002. <strong>The</strong>average rate <strong>of</strong> duty <strong>of</strong> <strong>the</strong> small portion <strong>of</strong> total imports from <strong>the</strong> region that still remaineddutiable dropped to 2.0 percent in 2005 from 2.7 percent in 2004.Table 2-5 shows that imports from ATPA countries entered free <strong>of</strong> duty in 2005 in one <strong>of</strong><strong>the</strong> following ways: (1) unconditionally free under NTR tariff rates (32.1 percent <strong>of</strong> allimports), (2) conditionally free under GSP (2.3 percent), (3) conditionally free under <strong>the</strong>original ATPA (10.9 percent), and (4) conditionally free under ATPDEA (46.9 percent).Before 2003, imports under NTR tariff rates had been consistently <strong>the</strong> largest duty-freegroup <strong>of</strong> entry. However, in 2003, following <strong>the</strong> implementation <strong>of</strong> ATPDEA, imports under<strong>the</strong> expanded ATPA (<strong>the</strong> sum <strong>of</strong> imports under <strong>the</strong> original ATPA and under ATPDEA)became <strong>the</strong> largest group. In 2005, imports under <strong>the</strong> expanded ATPA dwarfed all o<strong>the</strong>rcategories <strong>of</strong> duty treatment, accounting for 57.8 percent <strong>of</strong> all imports from <strong>the</strong> region.
