2. Past <strong>and</strong> Current USAID Investments <strong>in</strong> Economic Growth<br />
USAID humanitarian assistance has <strong>in</strong>vested <strong>in</strong> the <strong>food</strong> <strong>security</strong> sector <strong>in</strong> Sudan for more than 15 years.<br />
USAID’s Office of Foreign Disaster Assistance (OFDA) has funded agricultural <strong>in</strong>puts for displaced <strong>and</strong><br />
returnee households, farmer tra<strong>in</strong><strong>in</strong>g <strong>and</strong> extension, <strong>and</strong> emergency livestock health <strong>activities</strong><br />
(community-based vacc<strong>in</strong>ations <strong>and</strong> disease treatment, <strong>in</strong>clud<strong>in</strong>g privatization of some services).<br />
USAID’s Office of Food for Peace (FFP) has funded emergency <strong>food</strong> aid <strong>and</strong>, more recently, targeted<br />
<strong>food</strong> aid (<strong>food</strong> for work <strong>and</strong> <strong>food</strong> for tra<strong>in</strong><strong>in</strong>g).<br />
USAID has funded a program with USDA/University of Missouri from 2000-2008 to supported its<br />
programs <strong>in</strong> Southern Sudan with the objective of “promot<strong>in</strong>g <strong>in</strong>creased agricultural productivity, natural<br />
resources conservation <strong>and</strong> capacity build<strong>in</strong>g <strong>in</strong> Southern Sudan” 7 . For the period prior to the CPA, the<br />
USDA program conducted studies <strong>and</strong> surveys of various productive sectors:<br />
• Agriculture: market<strong>in</strong>g constra<strong>in</strong>ts <strong>and</strong> impact of conflict on market flows, impact of USAID’s<br />
agricultural revitalization project, post harvest gra<strong>in</strong> losses case study, impact of Peace Markets <strong>in</strong><br />
the transitional zone, study on women traders.<br />
• Natural resources: basel<strong>in</strong>e survey of Southern National Park, impact of conflict on wildlife<br />
resources, <strong>food</strong> <strong>security</strong> <strong>and</strong> livestock, effects of IDP camps on forest resources, shea tree survey<br />
<strong>and</strong> mapp<strong>in</strong>g, l<strong>and</strong> <strong>and</strong> plant resources surveys, Nile Bas<strong>in</strong> Initiative <strong>and</strong> the role of Southern<br />
Sudan.<br />
• Capacity Build<strong>in</strong>g: gender study, gender based violence study, survey on human resources <strong>in</strong><br />
Southern Sudan.<br />
After the CPA, USAID realigned the USDA program to more directly support its Democracy <strong>and</strong><br />
Government program <strong>and</strong> its Economic Growth/Food Security program, <strong>and</strong> to strengthen the GOSS. The<br />
USDA program focuses its capacity build<strong>in</strong>g support to GOSS on four m<strong>in</strong>istries: Agriculture <strong>and</strong><br />
Forestry, Animal Resources <strong>and</strong> Fisheries, Industry <strong>and</strong> M<strong>in</strong><strong>in</strong>g <strong>and</strong> Cooperatives <strong>and</strong> Rural<br />
Development. The USDA has supported with studies <strong>and</strong> technical assistance efforts on customary l<strong>and</strong><br />
use <strong>and</strong> practices, eng<strong>in</strong>eer<strong>in</strong>g support to WFP for road <strong>in</strong>frastructure, sett<strong>in</strong>g up the Sudanese North<br />
American Diaspora Database, develop<strong>in</strong>g an analytical agenda for <strong>food</strong> <strong>security</strong>, support<strong>in</strong>g work for l<strong>and</strong><br />
policy <strong>and</strong> law, <strong>and</strong> support for the population census.<br />
USAID has supported agriculturally oriented projects <strong>in</strong> Southern Sudan for several years. These prior<br />
<strong>in</strong>vestments <strong>in</strong> <strong>agriculture</strong> <strong>and</strong> <strong>food</strong> <strong>security</strong> have been dispersed, with many small discrete <strong>activities</strong><br />
aimed at <strong>in</strong>creas<strong>in</strong>g production for household subsistence <strong>and</strong> local markets. There is now a need for<br />
USAID to go to scale with its <strong>in</strong>vestments with the goal of stimulat<strong>in</strong>g an agricultural transformation that<br />
can susta<strong>in</strong>ably reduce poverty <strong>in</strong> Southern Sudan.<br />
The current USAID/Sudan Economic Growth (EG) Program evolved from assistance <strong>activities</strong> that<br />
started <strong>in</strong> 1998. The <strong>in</strong>itial programs, the Sudan Transitional Assistance for Rehabilitation (STAR)<br />
Program <strong>and</strong> the Economic Rehabilitation Program (ECREP), focused on improv<strong>in</strong>g local governance<br />
<strong>and</strong> stimulat<strong>in</strong>g economic activity <strong>in</strong> Southern Sudan. This focus exp<strong>and</strong>ed <strong>in</strong> 2002 with the<br />
implementation of the Southern Sudan Agricultural Revitalization Program (SSARP) that <strong>in</strong>cluded<br />
<strong>activities</strong> to develop market-oriented <strong>agriculture</strong> production, to provide credit to micro <strong>and</strong> small-sized<br />
enterprises, <strong>and</strong> to help the Government of Southern Sudan (GOSS) establish economic m<strong>in</strong>istries <strong>and</strong><br />
programs. USAID also entered <strong>in</strong>to an agreement with the U.S. De<strong>part</strong>ment of Agriculture to access<br />
expertise <strong>in</strong> agricultural policy research <strong>and</strong> analysis to beg<strong>in</strong> build<strong>in</strong>g Southern Sudanese capacity <strong>and</strong><br />
lay the groundwork for policy development <strong>and</strong> implementation. Dur<strong>in</strong>g this period USAID fund<strong>in</strong>g for a<br />
