iii. Environment<br />

USAID helped to build capacity <strong>in</strong> the forestry sector by tra<strong>in</strong><strong>in</strong>g officials <strong>in</strong> proper management of forest<br />

concessions, <strong>and</strong> agro-forestry extension. Wildlife officers have been tra<strong>in</strong>ed <strong>in</strong> wildlife protection <strong>and</strong><br />

biodiversity conservation at the Boma Wildlife Tra<strong>in</strong><strong>in</strong>g Center, a government facility that was revitalized<br />

through USAID support. Government officials <strong>and</strong> NGO workers have been tra<strong>in</strong>ed <strong>in</strong> environmentally<br />

sound development practices, <strong>in</strong>clud<strong>in</strong>g environmental impact assessment. Beg<strong>in</strong>n<strong>in</strong>g <strong>in</strong> 2009, USAID<br />

will support a l<strong>and</strong>scape-level biodiversity conservation program aimed at protect<strong>in</strong>g Sudan’s rich<br />

wildlife resources while enabl<strong>in</strong>g communities to benefit from susta<strong>in</strong>able natural resource management.<br />

iv. Microf<strong>in</strong>ance <strong>and</strong> Bus<strong>in</strong>ess Development<br />

USAID support resulted <strong>in</strong> the creation of the first multi-branch f<strong>in</strong>ancial <strong>in</strong>stitution, Sudan Microf<strong>in</strong>ance<br />

Institution, <strong>in</strong> post-conflict Southern Sudan. SUMI has disbursed more than $2.7 million <strong>in</strong> loans to<br />

6,000 clients with a repayment rate of 98 percent. Two-thirds of the loans have been to women. In 2009,<br />

USAID launched a new program to cont<strong>in</strong>ue its support for microf<strong>in</strong>ance <strong>in</strong>stitutions <strong>in</strong> Southern Sudan<br />

through technical assistance for sound f<strong>in</strong>ancial management <strong>and</strong> operations. USAID has provided<br />

tra<strong>in</strong><strong>in</strong>g <strong>and</strong> small grants to fledgl<strong>in</strong>g small enterprises <strong>in</strong> Southern Sudan, enabl<strong>in</strong>g them to exp<strong>and</strong> <strong>and</strong><br />

become fully operational. Support went to small bus<strong>in</strong>esses work<strong>in</strong>g <strong>in</strong> the <strong>in</strong>formation technology,<br />

cater<strong>in</strong>g <strong>and</strong> construction sectors.<br />

v. Policy<br />

The US De<strong>part</strong>ment of Agriculture, work<strong>in</strong>g with many Sudanese researchers, has conducted studies to<br />

determ<strong>in</strong>e the impact of various policies <strong>and</strong> programs on poverty reduction, agricultural markets <strong>and</strong><br />

<strong>food</strong> <strong>security</strong>. Researchers have done model<strong>in</strong>g of the economy, <strong>and</strong> studied commercialization of<br />

subsistence/recovery <strong>agriculture</strong>, impact of road improvement on commodity prices <strong>and</strong> market<strong>in</strong>g<br />

marg<strong>in</strong>s.<br />

2. Health<br />

The USAID Health program supports three broad areas: improv<strong>in</strong>g maternal <strong>and</strong> child health; prevent<strong>in</strong>g<br />

<strong>and</strong> controll<strong>in</strong>g <strong>in</strong>fectious disease; <strong>and</strong> <strong>in</strong>creas<strong>in</strong>g access to clean dr<strong>in</strong>k<strong>in</strong>g water <strong>and</strong> sanitation. The<br />

program is <strong>exp<strong>and</strong><strong>in</strong>g</strong> urgently-needed services, renovat<strong>in</strong>g health facilities <strong>and</strong> construct<strong>in</strong>g boreholes<br />

<strong>and</strong> pit latr<strong>in</strong>es. HIV/AIDS, tuberculosis, malaria <strong>and</strong> polio are the focus for the <strong>in</strong>fectious disease<br />

program. The water <strong>and</strong> sanitation program seeks to improve <strong>and</strong> strengthen sector systems by work<strong>in</strong>g<br />

with Government, local community based organizations <strong>and</strong> the private sector to <strong>in</strong>crease access to safe<br />

dr<strong>in</strong>k<strong>in</strong>g water <strong>and</strong> sanitation with a special focus on promot<strong>in</strong>g susta<strong>in</strong>ability <strong>and</strong> ownership through<br />

community engagement.<br />

3. Education<br />

The USAID Education program focuses on primary education, girls’ education, teacher tra<strong>in</strong><strong>in</strong>g <strong>and</strong><br />

<strong>in</strong>stitutional development. Activities target out-of-school youth, women, girls, returnees, ex-combatants,<br />

<strong>and</strong> other vulnerable <strong>and</strong> marg<strong>in</strong>alized groups. Sudanese citizens have greater access to improved<br />

education services <strong>and</strong> greater access to English language <strong>in</strong>struction. They also have greater confidence<br />

<strong>in</strong> the government’s ability to deliver these services. Of <strong>part</strong>icular relevance to the agricultural sector are<br />

the teacher tra<strong>in</strong><strong>in</strong>g <strong>and</strong> <strong>in</strong>teractive radio <strong>in</strong>struction <strong>and</strong> the program to promote girls’ education. The<br />

former could be used for transmitt<strong>in</strong>g messages <strong>and</strong> tra<strong>in</strong><strong>in</strong>g about <strong>agriculture</strong> to rural, isolated areas,<br />

while improv<strong>in</strong>g girls’ literacy rates will enable them to seek a wider variety of economic <strong>activities</strong><br />

<strong>in</strong>clud<strong>in</strong>g commercialized <strong>agriculture</strong>.<br />
