PURPOSE: Brief<strong>in</strong>g on NPA’s past <strong>and</strong> current programs <strong>in</strong> the Equatoria States.<br />

DISCUSSION HIGHLIGHTS:<br />

• NPA started operations <strong>in</strong> Southern Sudan <strong>in</strong> 1986. Its operations covered 7 States <strong>and</strong> exp<strong>and</strong>ed<br />

from relief <strong>and</strong> emergency agricultural tools distribution to support<strong>in</strong>g <strong>agriculture</strong> extension <strong>and</strong><br />

tra<strong>in</strong><strong>in</strong>g. It has received fund<strong>in</strong>g from USAID Office of Foreign Disaster Assistance (OFDA).<br />

• NPA established 22 farmer tra<strong>in</strong><strong>in</strong>g centers with curriculum <strong>in</strong>clud<strong>in</strong>g crop husb<strong>and</strong>ry, ox plow<br />

technology, specialized tra<strong>in</strong><strong>in</strong>g <strong>in</strong> poultry <strong>and</strong> nutrition, as well as modern farm management ,<br />

market<strong>in</strong>g <strong>and</strong> storage<br />

• Activities <strong>in</strong> CES <strong>in</strong>cluded micro-project small grants to farmers, <strong>in</strong> support of the MDTF. NPA<br />

will be embedded <strong>in</strong> the State M<strong>in</strong>istry of Agriculture <strong>in</strong> the future.<br />

• In Eastern <strong>and</strong> Western Equatoria, NPA is <strong>in</strong> post-conflict <strong>activities</strong> focused on <strong>agriculture</strong>,<br />

livestock <strong>and</strong> enterprise development. A strong focus on women <strong>and</strong> on group formation.<br />

Livestock is now more than just health, mov<strong>in</strong>g <strong>in</strong>to production <strong>and</strong> market<strong>in</strong>g<br />

• NPA has supported its own Tra<strong>in</strong><strong>in</strong>g Center <strong>in</strong> Yei, <strong>and</strong> does not use the Crop Tra<strong>in</strong><strong>in</strong>g Center set<br />

up by USAID. The latter is for more specialized tra<strong>in</strong><strong>in</strong>g, while NPA tra<strong>in</strong>s boma <strong>and</strong> payam<br />

extension workers s<strong>in</strong>ce that is the level at which NPA works.<br />

• NPA has worked with some outreach farmers to multiply seeds as a bus<strong>in</strong>ess<br />

• NPA is leav<strong>in</strong>g Kajo Keji<br />

• There have been challenges try<strong>in</strong>g to add market<strong>in</strong>g <strong>activities</strong> to cooperatives, <strong>and</strong> farmers have<br />

resisted. They believe they should be farmers, not traders.<br />

• Because OFDA funds are not <strong>in</strong>tended for long term development <strong>activities</strong>, community workers<br />

(CWs) <strong>and</strong> Tra<strong>in</strong><strong>in</strong>g Centers projects are now without support <strong>and</strong> are not susta<strong>in</strong>able. The<br />

government can not put the CWs <strong>in</strong> payroll, <strong>part</strong>icularly with current budget constra<strong>in</strong>ts <strong>and</strong> to<br />

date, these workers have not established viable approaches to be<strong>in</strong>g paid by the communities they<br />

serve.<br />

• Possible solutions:<br />

− provide CAHWs starter-kits through 75% pay back revolv<strong>in</strong>g fund scheme;<br />

− establish <strong>part</strong>nership between NPA <strong>and</strong> the County Agriculture De<strong>part</strong>ments <strong>and</strong> to<br />

operate through them;<br />

− F<strong>in</strong>d potential entrepreneur to set up ox hire as a bus<strong>in</strong>ess <strong>and</strong> provide bus<strong>in</strong>ess <strong>and</strong><br />

market<strong>in</strong>g skills, set up bus<strong>in</strong>ess plan <strong>and</strong> bus<strong>in</strong>ess model <strong>and</strong> provide start up capital.<br />

− Provide bus<strong>in</strong>ess <strong>and</strong> management skills to ox plow manufactur<strong>in</strong>g center <strong>and</strong> provide an<br />

<strong>in</strong>jection of capital to cover the unpaid order that has strapped them for cash to purchase<br />

materials to fill exist<strong>in</strong>g orders.<br />
