3. Approaches:<br />

• Market-led production. While many of the selected crops are currently for own consumption, it is<br />

critical that productivity <strong>in</strong>creases will be competitive <strong>in</strong> end markets. The <strong>in</strong>itial target markets<br />

may be local (town) or Juba, but many commodities have the potential for eventual export to<br />

neighbor<strong>in</strong>g countries. The <strong>in</strong>itial objectives should be to <strong>in</strong>crease productivity, <strong>and</strong> meet the<br />

quality dem<strong>and</strong>ed by the Sudanese markets. In the future, work would need to focus on meet<strong>in</strong>g<br />

African regional st<strong>and</strong>ards <strong>in</strong> order to export with<strong>in</strong> the region.<br />

• Promote, develop <strong>and</strong> support bus<strong>in</strong>esses all through the selected value cha<strong>in</strong>s <strong>in</strong> order to achieve<br />

susta<strong>in</strong>ability. Identify <strong>and</strong> build on <strong>in</strong>centives for private service providers to become <strong>in</strong>volved <strong>in</strong><br />

<strong>agriculture</strong>.<br />

• Use <strong>in</strong>novative bus<strong>in</strong>ess models to identify <strong>in</strong>centives for actors along the value cha<strong>in</strong> to improve<br />

their performance <strong>and</strong> to l<strong>in</strong>k to other actors (e.g., provide services to non-traditional clients) <strong>in</strong><br />

the value cha<strong>in</strong> to enhance susta<strong>in</strong>ability.<br />

• Women’s <strong>part</strong>icipation. This project will work with both men <strong>and</strong> women. But it puts a <strong>part</strong>icular<br />

emphasis on ensur<strong>in</strong>g that women have equitable access to project benefits – tra<strong>in</strong><strong>in</strong>g, f<strong>in</strong>ance,<br />

market<strong>in</strong>g, technologies, etc. because of the important role they play <strong>in</strong> agricultural <strong>and</strong> market<strong>in</strong>g<br />

systems.<br />

• Youth will soon dom<strong>in</strong>ate the demographics of the population. Most lack the <strong>in</strong>terest <strong>and</strong> skills <strong>in</strong><br />

farm<strong>in</strong>g. There is a need to remove the stigma of farm<strong>in</strong>g as dirty work, <strong>and</strong> to demonstrate the<br />

profitability of farm<strong>in</strong>g as a bus<strong>in</strong>ess. School age children should be a prime target for exposure<br />

to <strong>agriculture</strong>.<br />

• Partnership approach at all levels dur<strong>in</strong>g project design, plann<strong>in</strong>g, implementation, monitor<strong>in</strong>g<br />

<strong>and</strong> evaluation. This is <strong>part</strong>icularly important at the local <strong>and</strong> community levels.<br />

• Implementation at the County level. GOSS priority is for focus<strong>in</strong>g on implementation <strong>and</strong><br />

capacity build<strong>in</strong>g at State, County <strong>and</strong> lower levels.<br />

• Producer organizations will be used as the entry po<strong>in</strong>t for reach<strong>in</strong>g large numbers of farmers.<br />

There are many organizations already <strong>in</strong> existence – as associations, self help groups,<br />

cooperatives. The project will aim to <strong>in</strong>crease groups’ abilities to underst<strong>and</strong> farm<strong>in</strong>g as a<br />

bus<strong>in</strong>ess, <strong>in</strong>clud<strong>in</strong>g how to be competitive <strong>in</strong> markets (<strong>in</strong>put <strong>and</strong> output). Literacy <strong>and</strong> numeracy<br />

tra<strong>in</strong><strong>in</strong>g will likely be required.<br />

• Judicious use of grants/soft loans: Time-bound small grants, soft loans or starter packs may be<br />

necessary to share risk <strong>and</strong> to kick start <strong>activities</strong> that will <strong>in</strong> time become fully commercial.<br />

These subsidies should be provided before or after the po<strong>in</strong>t of actual commercial transaction to<br />

the extent possible to limit market distortions. It is imperative that the exit strategy is clearly<br />

developed prior to implement<strong>in</strong>g these non-susta<strong>in</strong>able <strong>in</strong>terventions.<br />

• Public private <strong>part</strong>nerships, <strong>in</strong>clud<strong>in</strong>g larger scale commercial <strong>in</strong>vestments/contract farm<strong>in</strong>g,<br />

<strong>in</strong>formation dissem<strong>in</strong>ation technologies, market <strong>in</strong>frastructure development.<br />

• Feeder roads. Prioritize critical po<strong>in</strong>ts along roads l<strong>in</strong>k<strong>in</strong>g surplus areas to large markets. The<br />

project will l<strong>in</strong>k to other organizations rehabilitat<strong>in</strong>g roads such as USAID <strong>and</strong> WFP.<br />

• Program flexibility to take advantage of emerg<strong>in</strong>g opportunities or discont<strong>in</strong>ue non-performant<br />

approaches/<strong>in</strong>terventions.<br />

B. Illustrative Expected Results<br />

Strategic Objective: Increase Food Production <strong>in</strong> Targeted Areas of Southern Sudan<br />

By the end of the project, it is expected that smallholders will have <strong>in</strong>creased their productivity <strong>in</strong> the<br />

selected commodities, <strong>and</strong> that production levels have <strong>in</strong>creased beyond household consumption needs.<br />

Surpluses are marketed <strong>in</strong> local <strong>and</strong> Juba markets.<br />
