shelter/plastic cover. The rent charged is small (SDG 200/day at Nimule, SDP 100 at Yei, for example).<br />

At the end of market day, women often store the unsold produce with the more formal shop keepers <strong>in</strong> the<br />

market at exorbitant cost. There are no market storage facilities.<br />

Accord<strong>in</strong>g to the USAID Southern Sudan Agricultural Revitalization Project (SSARP), 14 trade is<br />

relatively efficient <strong>in</strong> the Equatoria region. Traders purchase from farmers <strong>and</strong> sell to wholesalers who<br />

then sell to retailers <strong>in</strong> the market. The cha<strong>in</strong> is relatively short, perhaps because volumes are low. This<br />

means the marg<strong>in</strong>s between farmer <strong>and</strong> consumer should be relatively lower compared to other countries<br />

with more traders <strong>in</strong> the market<strong>in</strong>g cha<strong>in</strong>. Lack of access to transport is cited as the most important<br />

constra<strong>in</strong>t for traders. 15 For traders import<strong>in</strong>g goods, the major compla<strong>in</strong>t was numerous taxes (Customs,<br />

State, County, Commerce) that when added together became very costly (7.5 Sudanese pounds/50kg bag).<br />

Traders <strong>in</strong> the market who have formal stores compla<strong>in</strong> that they have no <strong>security</strong> on their stores – the<br />

government could remove them at any time. Some traders told us that they are also very constra<strong>in</strong>ed by<br />

lack of capital to build up their bus<strong>in</strong>ess.<br />

There are no formal market <strong>in</strong>formation systems except those used by some of the <strong>in</strong>ternational<br />

organizations (WFP Vulnerability Assessment Mapp<strong>in</strong>g (VAM), FEWS Net) for monitor<strong>in</strong>g <strong>food</strong><br />

<strong>security</strong>. Traders can access price <strong>in</strong>formation through contacts with other markets, but there does not<br />

appear to be a system to regularly transmit <strong>in</strong>formation down to farmer group level. FAO, through its<br />

Sudan Institutional Capacity Programme: Food Security Information for Action (SIFSIA) is support<strong>in</strong>g<br />

the development of market <strong>in</strong>formation that will be tailored for farmers <strong>and</strong> traders.<br />

At least <strong>in</strong> one market, traders set up a Committee made up entirely of traders to manage the market.<br />

They ma<strong>in</strong>ta<strong>in</strong> the accesses to the market us<strong>in</strong>g funds collected from traders us<strong>in</strong>g the market. The<br />

County owns the market <strong>and</strong> collects fees from traders for use of the market.<br />

Livestock is found <strong>in</strong> most communities, with a predom<strong>in</strong>ance of cattle, sheep <strong>and</strong> goats. The team<br />

observed several large herds of cattle be<strong>in</strong>g brought <strong>in</strong> from Ug<strong>and</strong>a by traders to be sold either for milk<br />

or meat. Farmers compla<strong>in</strong> about crop damage from loose livestock (Ug<strong>and</strong>an cattle <strong>in</strong> transit <strong>and</strong> locally<br />

owned livestock). There has been little if any breed or animal management improvement. Dur<strong>in</strong>g the<br />

war, NGO programs set up a system of Community-based Animal Health Workers (CAHWs) to provide<br />

basic health services (de-worm<strong>in</strong>g, some vacc<strong>in</strong>ations) on a <strong>part</strong>ial cost recovery basis. CAHWs have<br />

been relatively successful <strong>in</strong> terms of provid<strong>in</strong>g some health services to farmers, but now that NGOs have<br />

shifted out of relief <strong>and</strong> re<strong>in</strong>tegration, CAHWs have found that their supply cha<strong>in</strong> has disappeared. Some<br />

CAHWs have successfully set up bus<strong>in</strong>esses, but it is clear that the total number of CAHWs has<br />

decreased due to the lack of NGO support <strong>and</strong> discont<strong>in</strong>uation of subsidized drug supply. The<br />

government has officially recognized CAHWs as legitimate service providers, but with budget deficits,<br />

the government is unable to absorb them on the government payroll. The challenge is to make them<br />

susta<strong>in</strong>able <strong>in</strong> their own right.<br />

The team did not f<strong>in</strong>d any livestock markets although reference has been made to them.<br />

Accord<strong>in</strong>g to Aklilu (2002) “…past attempts to improve the efficiency of the livestock markets <strong>in</strong> Sudan<br />

consisted of establish<strong>in</strong>g 11 major market centers with weigh<strong>in</strong>g scale facilities <strong>and</strong> auction yards,<br />

hold<strong>in</strong>g grounds <strong>and</strong> boreholes along traditional trekk<strong>in</strong>g routes <strong>and</strong> the provision of bulk tra<strong>in</strong>s (with 40<br />

wagons) for livestock transport (subsidized heavily by the government). The Livestock Market<strong>in</strong>g <strong>and</strong><br />

Meat Commission (LMMC), which was <strong>in</strong> charge of this operation, also tried to <strong>in</strong>troduce open auction<br />

systems <strong>in</strong> the markets along with collect<strong>in</strong>g weekly price <strong>in</strong>formation. The open auction system could<br />
