• Granaries (local seed storage facilities) were traditionally constructed when there was surplus<br />

• Yei County plays a major role <strong>in</strong> GOSS. There are several MPs from the county<br />

• The Team visited on fish pond run by 20 farmers (chair <strong>and</strong> vice chair are women <strong>and</strong> the<br />
secretary is a man who knows how to do account<strong>in</strong>g). The group started with 700 catfish<br />
f<strong>in</strong>gerl<strong>in</strong>gs from Ug<strong>and</strong>a <strong>and</strong> is wait<strong>in</strong>g for the time when they are ready for sale <strong>and</strong><br />
consumption. So far loss was very low ( 9 lost over 2 months)<br />
• The team met with two cattle herds on their way toYei market from Ug<strong>and</strong>a. The cattle are meat<br />
type <strong>and</strong> fetch higher prices than at orig<strong>in</strong><br />
• The Team visited a SUMI office on the road. SUMI does not lend for <strong>agriculture</strong>. Loans are<br />
limited to small bus<strong>in</strong>esses. Loans are provided to groups of 5. Group members qualify for<br />
<strong>in</strong>dividual <strong>and</strong> larger loans after 3 successful group lend<strong>in</strong>g cycles. Repayment rates are high.<br />
Average daily collection of repayment <strong>in</strong> the office we visited was about $3,000!<br />
Assistant County Commissioner for Cooperatives<br />
• Cooperatives are run based on the Coops Acts of 1983 (union formation etc) which is out dated<br />
<strong>and</strong> not suitable for cooperatives of today.<br />
• The role of the commissioner is to encourage cooperative formation but he is without resources,<br />
<strong>and</strong> is unable to audit the functions of the exist<strong>in</strong>g ones. Supervision is ad hoc <strong>and</strong> rudimentary.<br />
The Central Equatoria State (CES) office employs 9 State Coop staff members (diploma holders<br />
with certification <strong>in</strong> coop management). Some NGOs (e.g. NPA) are help<strong>in</strong>g to build the capacity<br />
of the State Cooperatives staff.<br />
