• Public sector officers will underst<strong>and</strong> their role as regulator <strong>and</strong> facilitator of private sector<br />
functions, <strong>and</strong> will have an appropriate level of skills <strong>and</strong> knowledge of the sectors they regulate.<br />
Focus of the Project<br />
The project will <strong>in</strong>itially focus on the high potential greenbelt zone of the three Equatoria States. In order<br />
to achieve mean<strong>in</strong>gful results, it will be important that the project is focused, both geographically <strong>and</strong> by<br />
commodity. Selection criteria were developed <strong>and</strong> used to identify possible areas for project <strong>activities</strong><br />
<strong>and</strong> to determ<strong>in</strong>e commodities.<br />
Commodities Selection Criteria:<br />
• Importance/contribution of the commodity to <strong>food</strong> <strong>security</strong><br />
• Relative numbers of farmers produc<strong>in</strong>g the commodity<br />
• Size <strong>and</strong> potential of market dem<strong>and</strong> for the commodity<br />
• Availability of technologies <strong>and</strong> improved practices<br />
• Farmer familiarity with the commodity<br />
Geographic Selection Criteria – for areas with<strong>in</strong> the three Equatoria States:<br />
• Security: The situation <strong>in</strong> Southern Sudan is still volatile <strong>and</strong> ever chang<strong>in</strong>g with respect to<br />
<strong>security</strong>, <strong>and</strong> poses problems for project implementers <strong>and</strong> their ability to access project sites.<br />
• Agricultural potential: Project sites should be selected based on their high agricultural potential<br />
<strong>in</strong> order to have the best chance for successfully <strong>and</strong> profitably <strong>in</strong>creas<strong>in</strong>g surplus production.<br />
• Proximity to sizeable markets: Project sites should not be so distant from markets as to make it<br />
cost <strong>in</strong>effective to produce surpluses for the market. These markets should have sufficient<br />
population <strong>in</strong> the market shed to have a sizeable dem<strong>and</strong> for agricultural products, thus provid<strong>in</strong>g<br />
<strong>in</strong>centives to producers for surplus production.<br />
• No duplication:<br />
− Ensure that there is no duplication/overlap of same/similar <strong>activities</strong> <strong>in</strong> same geographic<br />
area.<br />
− The USAID project may be located where other <strong>agriculture</strong> projects are be<strong>in</strong>g<br />
implemented, but USAID’s activity will be add<strong>in</strong>g value <strong>and</strong> not duplicat<strong>in</strong>g efforts of<br />
other projects.<br />
Tentative geographic areas <strong>and</strong> commodities are proposed based on the above criteria <strong>and</strong> on subsequent<br />
discussions with government officials at State <strong>and</strong> local levels.<br />
Geographic Focus<br />
• Central Equatoria Counties: Morobo, Kajo Keji, Yei<br />
• Eastern Equatoria Counties: Magwi, Ikotos, Budi<br />
• Western Equatoria Counties: Maridi, Mundri, Tambura (if <strong>security</strong> permits)<br />
Commodity <strong>and</strong> Programmatic Focus<br />
It is recommended that the project focus on a comb<strong>in</strong>ation of selected <strong>food</strong> staple crops, oilseeds, cash<br />
crops, livestock, market development <strong>and</strong> feeder roads. Suggested commodities are:<br />
• Ground nuts<br />
• Sorghum<br />
