PURPOSE: To discuss the consortium of International Agricultural Research Centers who propose to<br />
assist GOSS with build<strong>in</strong>g capacity <strong>and</strong> <strong>in</strong>creas<strong>in</strong>g access to technologies for Southern Sudan<br />
DISCUSSION HIGHLIGHTS:<br />
• The proposed project with the ICRISAT-led consortium is under the MDTF managed by the<br />
World Bank. The negotiations have moved forward more slowly than anticipated so the project<br />
has not started.<br />
• Would cover 3 agro-ecological zones <strong>in</strong> S. Sudan, <strong>and</strong> look at <strong>agriculture</strong>, forestry, livestock <strong>and</strong><br />
fisheries.<br />
• Will <strong>in</strong>clude: constra<strong>in</strong>ts to ag production, technology transfer, post harvest h<strong>and</strong>l<strong>in</strong>g, process<strong>in</strong>g<br />
<strong>and</strong> market<strong>in</strong>g, natural resources management, pro-poor policies, <strong>and</strong> some rural <strong>in</strong>frastructure.<br />
• Will develop a Collective Plan of Action with GOSS<br />
• There is prior experience with work<strong>in</strong>g <strong>in</strong> post-conflict areas (Afghanistan, Rw<strong>and</strong>a,<br />
Mozambique)<br />
• This would be <strong>part</strong> of a regional approach <strong>in</strong> East <strong>and</strong> Southern Africa.<br />
• Kate Longley has done work <strong>in</strong> S. Sudan look<strong>in</strong>g at post-conflict social issues, <strong>and</strong> notes that<br />
there is often a lack of social cohesiveness that can affect programs that use farmer organizations<br />
as the entry venue. There are often issues of debts among community members that affect group<br />
dynamics.<br />
