• Labor is not a problem The farm<strong>in</strong>g communities work traditionally through self-help groups to<br />
help each other, There are 150 groups <strong>in</strong> Budi alone<br />
• Youth returnees are not <strong>in</strong>terested <strong>in</strong> farm<strong>in</strong>g due to hard work <strong>in</strong> clear<strong>in</strong>g l<strong>and</strong>. The M<strong>in</strong>istry<br />
reported that the Ug<strong>and</strong>a camps tra<strong>in</strong>ed the youth <strong>in</strong> <strong>agriculture</strong> <strong>and</strong> <strong>food</strong> production, <strong>and</strong> were<br />
provided cleared l<strong>and</strong>s for plant<strong>in</strong>g. Returnees need is to have similar support to enable them<br />
clear l<strong>and</strong>, perhaps with ox plows.<br />

to return to their communities.<br />
• Agriculture as a bus<strong>in</strong>ess should be taught <strong>in</strong> schools<br />
• Lack of budget is constra<strong>in</strong><strong>in</strong>g State <strong>and</strong> County level implementation of their strategies <strong>and</strong><br />
plans.<br />
• Women’s literacy rate is very low, but they have better potential for sav<strong>in</strong>g <strong>and</strong> have experience<br />
<strong>in</strong> the traditional sav<strong>in</strong>g mechanisms (s<strong>and</strong>oug). The s<strong>and</strong>oug could be used to develop group<br />
loan schemes for women.<br />
• Accord<strong>in</strong>g to the Commissioner of Torit there is a marked <strong>in</strong>crease <strong>in</strong> cost of <strong>food</strong> <strong>and</strong> <strong>in</strong> cost of<br />
liv<strong>in</strong>g<br />
• Selection of counties: The M<strong>in</strong>istry provided the team with its recommendations for counties<br />
where USAID should work.<br />
• Other issues from EES;<br />
− The Torit Model Farm shows the <strong>agriculture</strong> potential <strong>in</strong> the areas. Crops grown there<br />
<strong>in</strong>clude improved cassava, bananas, vegetables. Irrigation can improve production.<br />
− Slaughtered livestock is ma<strong>in</strong>ly local but very expensive (1200 SDP per head). Hygienic<br />
st<strong>and</strong>ards are not enforced at slaughter houses or dur<strong>in</strong>g transport.<br />
− Dry fish is imported from Ug<strong>and</strong>a <strong>and</strong> Kenya; eggs from Ug<strong>and</strong>a<br />
− The m<strong>in</strong>istry noted that the l<strong>and</strong> law may not protect some of the public l<strong>and</strong>s such as ag<br />
research centers <strong>in</strong> rural areas, which under the law, are the purview of the community.<br />
• The M<strong>in</strong>istry provided the team with documents on the EES strategy <strong>and</strong> specific proposals for<br />
the team to consider dur<strong>in</strong>g the design of USAID’s <strong>agriculture</strong> project. The documents show the<br />
very good level of awareness of the state/ county level public sector of the <strong>agriculture</strong><br />
development issues <strong>and</strong> priorities <strong>and</strong> should provide the project an excellent entry po<strong>in</strong>t.<br />
• The M<strong>in</strong>istry of Agriculture is very eager to work with USAID. It feels it has not benefited from<br />
donor projects to date<br />
