PURPOSE: To learn about donor harmonization <strong>and</strong> jo<strong>in</strong>t fund<strong>in</strong>g, <strong>in</strong>clud<strong>in</strong>g the MDTF<br />
DISCUSSION HIGHLIGHTS:<br />
• The Jo<strong>in</strong>t Donor group is made up of Canada, Brita<strong>in</strong>, Netherl<strong>and</strong>s, Norway, Sweden <strong>and</strong><br />
Denmark. 1 Office <strong>and</strong> 1 GOSS counter<strong>part</strong> to improve efficiency <strong>and</strong> coord<strong>in</strong>ation.<br />
• MDTFs were set up to have one system for donor programm<strong>in</strong>g, <strong>and</strong> to <strong>in</strong>crease GOSS<br />
ownership. Several MDTFs: Basic Services, Capacity Build<strong>in</strong>g, Humanitarian, Microf<strong>in</strong>ance,<br />
Agriculture <strong>and</strong> Forestry, Livestock <strong>and</strong> Fisheries.<br />
• MDTF is <strong>in</strong> pr<strong>in</strong>ciple 50% GOSS funds, 50% donor funds.<br />
• Basic Services MDTF is work<strong>in</strong>g relatively well, but there are many problems with other MDTF<br />
implementation. Procedures are complicated, low capacity at GOSS, World Bank “h<strong>and</strong>s off”<br />
management of the process.<br />
• Challenges: hir<strong>in</strong>g of family members <strong>in</strong> m<strong>in</strong>istries, procurement bottlenecks, <strong>in</strong>flated payrolls,<br />
45% budget on <strong>security</strong>. F<strong>in</strong>ancial crisis that has decreased GOSS oil revenues by 65%, <strong>and</strong> GNU<br />
not releas<strong>in</strong>g agreed upon budget levels to GOSS.<br />
• Specific po<strong>in</strong>ts on Equatoria states:<br />
• E.E. – low yields, low road density with poor market access.<br />
• W.E. - high <strong>in</strong><strong>security</strong>, expensive transport, bad roads. Timber is the only viable commodity.<br />
Trunk road is f<strong>in</strong>ished, but now need feeder roads.<br />
• Livestock – due to uncerta<strong>in</strong>ty, wealth is stored <strong>in</strong> animals. Develop<strong>in</strong>g slaughterhouses is<br />
therefore not a viable option at this time s<strong>in</strong>ce there is no market<strong>in</strong>g.<br />
