PURPOSE: Brief<strong>in</strong>g on strategy of MARF <strong>and</strong> identification of gaps where the m<strong>in</strong>istry would like to<br />
have USAID assistance.<br />
DISCUSSION HIGHLIGHTS:<br />
• MARF has 2 consultants provided by MDTF – <strong>in</strong> M&E <strong>and</strong> Procurement/F<strong>in</strong>ancial Management.<br />
• Extension Services:<br />
− Used to be very crop focused<br />
− There is need for dem<strong>and</strong> driven, pluralistic (private <strong>and</strong> public) extension that can reach<br />
the community <strong>and</strong> build their capacity. Tools such as TV <strong>and</strong> Radio are good examples.<br />
FAO is provid<strong>in</strong>g assistance on the Extension Policy.<br />
− NGO approaches are often unsusta<strong>in</strong>able. Initially extension will likely be government<br />
driven<br />
• There is need to build the capacity of the MARF staff (only short-term tra<strong>in</strong><strong>in</strong>g <strong>and</strong> exposure<br />
courses)<br />
• Research is at its <strong>in</strong>fancy. There are no laboratories<br />
• Animal Production priorities:<br />
− improve quality of animals<br />
− do value addition/process<strong>in</strong>g<br />
− <strong>in</strong>crease/improve market access<br />
− Improve breeds<br />
− Improve feeds<br />
− Improve management practices<br />
− conservation of rangel<strong>and</strong><br />
− deal with conflict over multiple uses of resources<br />
• Animal health<br />
− is major problem, <strong>and</strong> while the CAHW networks have been useful, it was supported by<br />
NGOs who have now discont<strong>in</strong>ued. The current policy recognizes CAHWs support.<br />
MARF strategy is to upgrade them to health technicians.<br />
− Needs:<br />
− To develop a private sector system for animal health services<br />
− F<strong>in</strong>d ways of mak<strong>in</strong>g CAHWs susta<strong>in</strong>able.<br />
