CH-TRAMPAC Document Rev. 2, May 2005• Total Weight/Total RSS Weight Error (Section 2.3): The sum of the subtotal weightsplus the weight of the pallets, reinforcing plates, slip sheets, guide tubes, etc., and thetotal RSS weight error shall be recorded. If the weight is determined through a singlemeasurement of the payload assembly, the associated error is simply the error for that onemeasurement (one standard deviation).• Total Decay Heat/Total RSS Decay Heat Error (Section 5.2.3): The sum of the decayheats and the total RSS error shall be recorded.• Total Fissile Mass/Total RSS Fissile Mass Error (Section 3.1): The sum of the fissilemasses and the total RSS error shall be recorded.• Bottom Assembly Weight plus Subtotal RSS Error (TRUPACT-II Only): For theTRUPACT-II, the subtotal weight plus the subtotal RSS error for the bottom layer ofseven 55-gallon drums, four 85-gallon drums, three 100-gallon drums, seven pipeoverpacks, one SWB, five drums in a TDOP, or four 85-gallon drums in a TDOP shall berecorded.• Top Assembly Weight plus Subtotal RSS Error (TRUPACT-II Only): For theTRUPACT-II, the subtotal weight plus the subtotal RSS error for the top layer of seven55-gallon drums, four 85-gallon drums, three 100-gallon drums, seven pipe overpacks,one SWB, five 55-gallon drums in a TDOP, or two 85-gallon drums in a TDOP shall berecorded.• Total Weight plus Total RSS Error: The sum of the total weights plus the weight of thepallets, reinforcing plates, slip sheets, guide tubes, adjustable slings, etc., plus the totalRSS weight error shall be recorded.• Total Decay Heat plus Total RSS Error: The sum of the total decay heat values plus thetotal RSS decay heat error shall be recorded.• Total Fissile Mass plus Total RSS Error: The sum of the total fissile mass values plus thetotal RSS fissile mass error shall be recorded.Payload Certification ParametersThe site Transportation Certification Official shall verify compliance with the followingrequirements.• Decay Heat plus Error of Each Analytical Category Payload Container Less Than orEqual to Limit (Section 5.2.3): For payload containers with the same shipping category,all analytical category payload containers shall meet the decay heat limit.• Hydrogen/Flammable Gas Generation Rate of Each Test Category Payload ContainerLess Than or Equal to Limit (Section 5.2): For payload containers with the sameshipping category, all payload containers shall meet the hydrogen/flammable gasgeneration rate limit.• Flammability Index of Each Payload Container Greater Than Zero and Less Than orEqual to 50,000 (Section 6.2.4): For shipments with dunnage or multiple shippingcategories, record the FI for each container, calculated as described in Section 6.2.4 ofthe CH-TRAMPAC and Appendix 2.4 of the CH-TRU Payload Appendices. 1 The FI for6.2-22
CH-TRAMPAC Document Rev. 2, May 2005each container must be a non-negative number less than or equal to 50,000 for thepayload to be eligible for shipment.• Payload Total Gas Release Rate Less Than or Equal to Limit Calculated in AccordanceWith Section 6.2.5 (Section 6.2.5): Payload total gas release rate limits apply only topayloads containing one or more Waste Type IV payload containers that exceed thepayload container total gas release rate limit specified in Table 5.2-11 of Section 5.2.The site Transportation Certification Official shall verify that the determined payloadtotal gas release rate is less than or equal to the appropriate payload total gas release ratelimit pursuant to the methodology defined in Section 6.2.5.• Bottom Weight Greater Than or Equal to Top Weight (Section 2.3) (TRUPACT-II Only):For the TRUPACT-II, the subtotal weight plus subtotal RSS weight error of the bottomlayer of seven 55-gallon drums, four 85-gallon drums, three 100-gallon drums, sevenpipe overpacks, one SWB, five 55-gallon drums in a TDOP, or four 85-gallon drums in aTDOP shall be greater than or equal to that of the top layer.• Total Weight plus RSS Error Less Than or Equal to Packaging Limit (Section 2.3): Thetotal measured payload weight plus the weight of the pallets, reinforcing plates, etc., plusthe total RSS weight error shall be less than or equal to 7,265 lbs. for TRUPACT-IIpayloads or 7,600 lbs. for HalfPACT payloads.• Decay Heat plus RSS Error Less Than or Equal to Packaging Decay Heat Limit(Section 5.2.3): The total measured decay heat value plus the total RSS decay heat errorshall be less than or equal to the design limit for the packaging. The design limit for theTRUPACT-II is 40 watts; the design limit for the HalfPACT is 30 watts.• Fissile Mass (Pu-239 FGE) plus RSS Error Less Than or Equal to Payload Limit(Section 3.1): The total measured fissile mass (Pu-239 FGE) plus the total RSS fissilemass error shall be less than or equal to the maximum allowable fissile mass limitestablished for the payload configuration and waste contents.• Total Activity plus Error for S100 or S300 Pipe Overpack Payloads Less Than or Equalto 406 Curies (Section 3.3): The total activity for a payload assembly made up of S100or S300 pipe overpacks plus the error (i.e., one standard deviation) shall be less than orequal to 406 Ci. There is no activity limit for other payloads.Transportation Certification Official (Section 1.6)The site Transportation Certification Official shall verify that all of the requirements for theabove transportation parameters are met as stated in this document. The site TransportationCertification Official shall sign and date the PATCD upon verifying that the CH-TRAMPACtransportation requirements are met and the payload is qualified for transport. If therequirements are not met, the payload is rejected (payload may be reconfigured and reevaluatedagainst the payload requirements in this document).6.2-23
