TRAININGSection 1. The Employer <strong>and</strong> the Union agree that training <strong>and</strong> development of employees in thebargaining unit covered by this agreement are matters of importance <strong>and</strong> mutual concern.Consistent with its needs <strong>and</strong> subject to budget <strong>and</strong> travel limitations, the Employer will conduct atraining <strong>and</strong> development program for bargaining unit employees in accordance with applicablelaws <strong>and</strong> regulations.Section 2. The Employer will identify training needs of bargaining unit employees <strong>and</strong>, consistentwith its needs <strong>and</strong> subject to budget <strong>and</strong> travel limitations, will endeavor to provide training orretraining opportunities which will improve individual job-related skills <strong>and</strong> will contribute tooverall mission accomplishment. To assist in the identification of these training needs, supervisors<strong>and</strong> bargaining unit employees will discuss training requirements at least once annually.Section 3. The Union will encourage bargaining unit employees to keep abreast of changesoccurring in their occupations, <strong>and</strong> to improve their career potential through self-developmentefforts.Section 4. The Employer agrees to record training accomplished of four (4) hours or more in thebargaining unit employee's Official Personnel Folder when such training is administered by theDirectorate of Human Resources or a record of training is furnished to the Directorate of HumanResources. However, the parties agree that this does not relieve bargaining unit employees of theindividual responsibility to insure that their Official Personnel Folders fully reflect total trainingaccomplishments <strong>and</strong> self-development.Section 5. A bargaining unit employee who is required to provide on-the-job training to anemployee may request assistance from his/her supervisor in order to accomplish the scheduledworkload in a timely fashion.Section 6. The Employer agrees that the Union shall have one (1) primary <strong>and</strong> one (1) alternaterepresentative on the WSMR Training Committee. The alternate representative shall act for theprimary representative in his/her absence. The Union will serve as a full participating member inthe deliberations <strong>and</strong> activities of the WSMR Training Committee in accordance with AR 690-400, Chapter 410.ARTICLE 29LABOR-MANAGEMENT RELATIONS TRAINING61
