Participant <strong>per</strong>ceptions were examined using interviews and documentanalysis. Perceptions of the Ministry of Education, Science and Technology leaders,regional educational leaders, municipal educational leaders, and school principalswere documented and served as the basis for discussion on the current practice inKosovo.Five themes emerged from this study and each contained several sub-themes.Ex<strong>per</strong>ience as the bases for selection, open interviews vs. interviews held for ‘thesake of having them done’, demand driven professional development, collaborationas key to effective school leadership, and <strong>per</strong>ception on change to happen wereanalyzed and compared with three international jurisdictions for the purpose ofinternational comparison.Keywords: school; leadership; education policy; case study; professionaldevelopment; capacity building; post-conflict education developmentAlbanian Journal of Educational Studies 22
