Otherelements that can meet the teachers’ portfolio are: his diary and teaching materials,student work samples and comments on examples of student assessment, self –reporting questionnaires of the teachers.Standard forms to mark the <strong>per</strong>formance of teachersComprehensive evaluation models for teachers have to do with the use ofstandardized forms to mark the <strong>per</strong>formance of teachers through which aspectsare evaluated. These are important tools used in the evaluation process aimed toevaluate <strong>per</strong>formance across a range of areas which are under evaluation.Testing teachersEntry into the profession or possible <strong>per</strong>manent position requires teachers toundergo testing to assess their general and scientific abilities. In some cases, the testresults can be used to evaluate teachers.Student results The Results of the pupils are commonly used as data sources forthe evaluation of teachers in different countries 10 .In this regard, the development of models “value-added” represents significantprogress as long as they are designed to control the results of previous students 11 ,and thus have the potential to identify the contribution of a teacher assigned to hisstudent achievement. .Accountability systems based on testing elements are supposed to strengthenincentives so that teachers are engaged in helping students to achieve standards setand meet goals in the national program level.Student and parent surveysAn instrument which is rarely used in the context of individual teacher’s evaluationis the survey which gathers the views of pupils and parents. Surveys of parents aremore important than the whole school assessment to evaluate individual teachers.Competence for evaluation and use of feedbackThe effectiveness of teacher evaluation is that the evaluators as well as teachers10. OECD, 2005; UNESCO, 200711. The students’ learning is influenced by many factors. Here we may include skills of the students, expectations,motivation and the behavior together with the support they receive from their families and peer influence. Besidesthe quality of students, other factors include the organization of the school, resources and environment; thestructure and the contents of the programs. The effect of teachers is also cumulative, i.e. at a given moment learningis influenced not only by actual teachers but also by former ones .Albanian Journal of Educational Studies 96
